2024-12 Tree Removal, Stump Grinding, Tree Planting and Associated Concrete Work (Urban Forest Reset) Project
CITY OF LANCASTER, PA
The City of Lancaster, PA will receive bids online for the Tree Removal, Stump Grinding, Tree Planting and Associated Concrete Work (Urban Forest Reset) Project until November 22, 2024, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website. The City is seeking bids to perform work which generally consists of tree removal, stump grinding/removal, tree planting (2.5-inch caliper ball and burlapped) and associated concrete repair (curb and sidewalk) in 359 locations within City parks and City public rights-of-ways. Contractor shall provide all labor, supplies, equipment and trees for the project.
The Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids.
The Project is being funded in part through an ARPA grant (federal funds) from the Lancaster County Board of Commissioners in partnership with the Lancaster County Conservation District and the Lancaster County Clean Water Partners. The successful contractor, and all of their subcontractors will be required to pay laborers employed on this Project not less than the minimum wages stipulated in the Contract Documents.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
