This solicitation is for the procurement of a Microsearch Human Presence Detection Systems for the Pennsylvania Department of Corrections at SCI Smithfield.

Contractor's electronic submission must include the following as attachments. Failure to submit these items may result in rejection of bid: 1. Completed GSPUR-89: Reciprocal Limitations Form 2. Completed BOP-2201: Worker Protection and Investment Form

All technical specs/drawings must be submitted with bid.

All items will be delivered FOB Destination. The awarded supplier is responsible for any shipping or delivery costs.

Requested delivery date is estimated and a mutually agreed upon delivery will be determined at the time of award.

ALL BIDS MUST BE SUBMITTED ELECTRONICALLY. Registered Vendors may find solicitation on the PA Supplier Portal. All bidders are responsible for monitoring eMarketplace to view any change notices to this IFB. The change notices shall become incorporated as part of this solicitation. Interested vendors must be registered to submit a bid. To register and obtain a vendor number visit the PA Supplier Portal. Pennsylvania Department of Corrections - SCI Smithﬁeld

I. SCOPE OF WORK

The Commonwealth of Pennsylvania, Department of Corrections, requires a

vendor to provide a Human Presence Detection System at:

SCI Smithﬁeld

1120 Pike Street

Huntingdon, PA 16652

II. ISSUING OFFICER

III. CONTRACT REQUIREMENTS

Vendor will provide the following to SCI Smithﬁeld:

One Each – MicroSearch G4.0 Semi-Rugged Standard Wireless Combination

System to include the following:

 This is a no substitution product/Must provide this product type only

 (1) MicroSearch G4.0 Laptop with latest MS Software

 (1) MicroSearch G4.0 Control Box

 (3) MicroSearch Wireless Vehicle Sensor (includes 1 spare)

 (2) MicroSearch Wireless Ground Sensor (includes 1 spare)

 (4) MicroSearch 3’ Receiver Cable (includes 1 spare)

 (2) MicroSearch Wireless Receiver

 (1) MicroSearch G4.0 User Manual

 (1) MS Custom Transit Case

One Each – MicroSearch Maintenance and Service Support for one year

All products must meet security requirements of the Department of

Corrections (DOC). The DOC reserves the right to allow companies to adapt

their package to meet the DOC’s security requirements before an award is

generated. Product approval may be made contingent upon packaging

changes. If, after award, the DOC determines that a product poses a security

threat, the DOC with either cancel the award or that product upon written

notiﬁcation to the contractor detailing the nature of the security threat or

allow the contractor to replace the product with a compliant product of the

same price.

IV. CONTRACT TERM

The term of the Contract shall commence of the E ective Date (as deﬁned

below) and shall end on the Expiration Date identiﬁed on the Contract or June

30, 2026 and is subject to other provisions of the Contract.

The E ective Date shall be: a) the E ective Date printed on the Contract after

the Contract has been fully executed by the Contractor and the

Commonwealth (signed and approved as required by Commonwealth

contracting procedures) or b) the “valid from” date printed on the contract,

whichever is later.

V. BID AWARD

It shall be understood and agreed that any quantities listed in the solicitation

are estimated only and may be increased or decreased in accordance with

the actual requirements of the Department of Corrections.

Unless otherwise indicated, the unit price must include all labor, materials,

equipment, tools, insurance, delivery fees and all items necessary for the

completion of the project. In cases of discrepancies in prices, the unit price

will be binding unless the unit price is obviously in error and the extended

price is obviously correct, in which case the erroneous unit price will be

corrected. All items will be delivered F.O.B Destination. The awarded supplier

is responsible for any shipping or delivery costs.

The Commonwealth reserves the right to award by item or on a total Bid

basis, whichever is deemed more advantageous to the Commonwealth.

VI. BID RESULTS

Bids will be opened on the date and time speciﬁed in the invitation for bid. Bid

tabulations will be posted on the Department of General Services’

eMarketplace website (http://www.emarketplace.state.pa.us/). Tabulations

are for information only and do NOT constitute actual award/execution of a

contract. The results of the apparent bidders and all bids are under review

until ﬁnal award of the purchase order.

VII. INVOICING

Contractors must follow the following invoicing requirements:

 Accurately bill the Commonwealth for actual services rendered on all

invoices.

 Submit invoice to appropriate resource account within 10 business

days of completed service.

 Comply with Commonwealth/Department of Correction’s practices

for supplier payment.s
