This solicitation is being made pursuant to the M/WBE Noncompetitive Small Purchase Method, Section 3-08 of the New York City Procurement Policy Board (PPB) Rules, this procurement is exclusively for the City Certified Minority and Woman Owned Business (M/WBEs). Contracts awarded under this method may not exceed $1.5M, inclusive of any and all change orders, overruns, amendments, renewals and extensions.

The New York City Department of Housing Preservation & Development’s (“HPD” or “the agency”) Office of Housing Access and Stability (“HAS”) is in the process of digitalizing documents as part of the DDMS (Digital Document Management System) project. All the documents received from clients via paper, fax, and email, are scanned and indexed. Thereafter, uploaded to FileNet as the final storage location. While all the documentation is retained in DDMS, a special tool called PSPDFKIT is required to edit, rotate, merge, add, and delete pages. This tool is an integral component for the effective use of DDMS to review all documentation.

Please submit your proposals by both acknowledging the receipt of the RFx in the Acknowledgement tab and completing your response in the Manage Responses tab.
