The City of Crest Hill hereby invites professional engineering firms to respond to this Request for
Proposals (RFP) from IDOT pre-qualified professional engineering firms to assist the City in
completing construction engineering (Phase III) for the 2026 construction season (Starting May
2026). All improvements will be funded through City or MFT funds. Therefore, all work must be
performed in accordance with Federal Highway Administration (FHWA) and Illinois Department of
Transportation (IDOT) guidelines. As part of the selection process, interested consultants are
required to submit a Statement of Qualifications to perform the requested work.

Interested firms shall electronically submit (via email) their Request of Proposal in PDF format no
later than 3:00 PM on March 18, 2026. Late submittals will not be considered. Interviews with
consultants are not anticipated to be required.

REQUEST BACKGROUND
The City is requesting assistance from outside professional engineering firms to provide external
staff to help the City in completing construction engineering services (Phase III) for the 2026
construction improvement. City improvements are to be constructed in accordance with the
prepared construction documents (prepared by others) and City details and requirements. The City
would like to have the same staff person for the entire construction season so that the City can have
consistency in how improvements are being inspected, managed and documented.
Firms who submit to this RFP will need to provide a block of hours for a total fee to provide for the
requested phase III services. Also requested as part of this RFP, an hourly rate per classification is
required.
Firms who submit to this RFP will need to provide a block of hours for a total fee to provide for the
requested phase III services for improvements/work stated under items 1-12 as listed in the
anticipated Improvements for 2026 Construction Season list provided. Also requested as part of this
RPF is an hourly rate per hour for any work up and above the block of hours provided.
If improvements are delayed and are not constructed during the timeframe of this contract. The city
will be looking for an adjustment to the total fee based on the hours estimated for that
improvement. It will be the firm’s responsibility to submit with the RFP documentation of how hours
are allocated to each of the improvements listed.
The length of this contract is anticipated to be from May 1, 2026 through April 30, 2027 or until all
improvements assigned to the selected firm are completed. An Extension or additional
improvements can be added to the agreement if both parties are in agreement. The Agreement will
be set up as a task order agreement where each improvement will be assigned a task order and a
number of hours towards the block established in the agreement. Any additional hours required
above the block of hours agreed upon by both parties would be based on an established hourly rate
in the contract.
For this construction season all improvements will be funded through City or MFT funds. Therefore,

SCOPE OF SERVICES
The services to be provided related to this RFP are described below. The selected consultant will be
responsible for Phase III engineering services to ensure that Contractors are adhering to
construction contracts and all applicable City, FHWA and IDOT standards and requirements.
The Phase III Engineering Scope of Services shall include, including the following:
1. Attend pre-construction meeting.
2. Perform On-site Inspection and ensure compliance of the work in accordance with
contract documents.
3. Measure and document all quantities per IDOT/FHWA requirements.
4. Maintain project diary, quality book, inspector daily reports and weekly reports
throughout construction, as necessary.
5. Preform IEPA paperwork to put any new water main into services
6. Provide digital construction progress photos documenting the progress of
construction work.
7. Prepare and submit pay estimates, monthly.
8. Coordinate and conduct weekly progress status meeting, if necessary, with all
interested parties.
9. Prepared and delivery meeting minutes to all attending parties.
10. Monitor and update material certifications.
11. Monitor quality control and quality assurance materials testing results, as necessary
12. Perform inspection of erosion and sediment control measures and document in
accordance with NPDES guidelines.
13. Provide project administration and management.
14. Process shop drawing reviews and compliance with contract documents.
15. Provide communication on behalf of the city to any residents regarding the scope or
schedule of construction related activities. Provide follow-up discussion with notified
parties to ensure proper resolution was achieved.
16. Be a point of contact with City during construction.
17. Coordinate any work with the City Public Works Department.
18. Respond to contractor requests for information (RFI) as requested by the City.
19. Any required material testing will be handled through a testing contractor hired by
the City. The only work required as part of these CE services is to coordinate the work
with the city hired testing contractor.

Final Close-out Phase
1. Make final measurement of all pay items.
2. Provide final calculations of all pay items.
3. Obtain backup documentation required for final Payment.
4. Continually prepare and monitor the completion of the punch list.
5. Prepare and submit final pay request
6. Conduct final inspection of contractor’s work.
7. Record Drawings
Miscellaneous Tasks
Determine quantities of removal and replacement of various items (patching,
sidewalk, driveway, curb and gutter) to be included in city concrete flatwork or
roadway rehabilitation contracts).
Provide field staff for construction coordination of crack sealing and pavement
marking restoration. Construction documents prepared by Others.

QUALIFICTIONS BASED SELECTION (QBS)
All RFP submittals shall be a single PDF document no more than 20 pages in length,
including a cover letter, tabs/sections headers, etc. Tabs and sections breaks are not
required. The SOQ submittal shall include the following:
1. Cover letter on the letterhead of the firm transmitting the qualifications. Cover
letter should include the name of the firm, local address, telephone number, email
address and name of contact person.
2. Current IDOT prequalification status. The prime consultant must be prequalified in
each of the following:
a. Highways-Roads and Streets
b. Special Services-Construction Inspection
The submittal must include formal documentation of the prime consultant’s current
IDOT Prequalification status.
3. List of relevant Phase III projects (max of 10) completed in the last five years,
similar in nature to the projects listed on the attached City’s List of anticipated
Improvements for the 2026 construction season . Provide a description of each
project. Including location, project team and construction cost for each project.
4. Brief project understanding and approach regarding the proposed services
requested and the firm’s abilities to perform the required Phase III engineering
services. Identify any project elements that may require special attention or detail.
5. Organization chart and list of key staff with brief resumes that would be assigned
to these requested services, including the Phase III Project Managers (If possible,
would like a Licensed Professional Engineer in the State of Illinois) and any other
relevant staff.
6. List of three (3) references including name, job title, telephone and email address.
References should not be currently City of Crest Hill employees. References should
have work for a local agency on similar federally-funded projects.
