PERFORMANCE WORK STATEMENT (PWS)
Technical Department (SPB20), Strategic Weapons Facility Pacific (SWFPAC) requires life-cycle support for the its HoneywellVindicator V3 intrusion detection systems. Support includes the procurement and execution of an annual maintenance contract to maintain and update system software and firmware.
(a) ICD 705, Sensitive Compartmented Information Facilities
(b) ICS 705-1, Physical and Technical Standards for Sensitive Compartmented Information Facilities
(c) ICS 705-2, Standards for the Accreditation and Reciprocal Use of Sensitive Compartmented Information Facilities
(d) UL2050, National Industrial Security Systems Underwriters
The Contractor shall provide one (1) calendar year of support for the following:
(a) 24/7 advanced technical support for up to 10 incidents + 5 additional incidents.
(b) Device firmware upgrades and license maintenance
(c) Two (2) on-site technical support visits to conduct system software and firmware upgrades, maintenance, and changes.

The system currently meets the requirements of ICD 705 and UL2040. Any changes to the system must comply with requirements stated in the ICD 705 and UL2050 written by Underwriter’s Laboratory, Inc. The contractor will provide all technical information necessary for the facility to maintain the operational requirements of ICD 705.
All questions of a substantive nature shall be directed to the Contracting Office point of contact, TBD. Prior to contract award, all communications between the Government and contractors shall be with the Government contracting office. Only the contracting officer has authority to change the contract and any changes to the contract will be incorporated by contract modification.
Work to be performed shall take place at SWFPAC facilities located on Naval Base Kitsap-Bangor located in Silverdale, WA. Contractors will be required to be escorted while at SWFPAC facilities. All contractors must coordinate support service times through the Government Point of Contact (provided at time of contract award) in advance in order to ensure escorts will be available.
The period of performance shall run for one (1) calendar year from 27 September 2026 to 26 September 2027 with an Option Year period of performance of one (1) calendar year from 27 September 2027 to 26 September 2028.

Government Point of Contact. The non-Government vehicle must be registered in the company’s
name and must have a clear logo displayed on the vehicle indicating the company it is registered
to. When entering the base, the vehicle must have the approved vehicle pass displayed in the
driver’s side windshield at all times.
