PART I
DESCRIPTION OF PROJECT AND SERVICES REQUIRED
1.0 INTRODUCTION/DESCRIPTION OF PROJECT/SERVICES:
The purpose of this Request for Proposal is to obtain the services of an On-Call Consulting Forester/Arborist (CFA) and provide
related services to the Project Manager, Urban Forester, and other related parties during the concept, design and completion
phases of assigned Public Works projects. The City reserves the right to award contracts to one or more Offerors if deemed to
be in the City's best interests.
1.1 DESCRIPTION OF OPERATIONS OR BACKGROUND:
In 2011, Springfield Public Works and Springfield/Greene County Parks adopted the Tree Canopy Preservation and
Restoration Policy and Enhancement Goals. The policy provides a measured approach to tree canopy preservation and
restoration and long-term tree canopy enhancement based on accepted arboricultural standards and Public Works and/or
Park's project requirements by starting preservation and restoration efforts at the concept phase of the design process and
assigning responsibility to future enhancement efforts. This policy designates trees as part of the existing infrastructure.
In accordance with the policy, existing tree canopy will be measured for each significant Public Works or Parks project that
occurs within the urban area, excluding tax bill sewer district projects, certain grants, private development and certain
specially stipulated funding. Tree canopy evaluations will only be conducted when tree canopy loss is expected, or tree
preservation methods are necessary. Any tree canopy that is not preserved due to construction or necessary site
improvements will be replaced at or funding reserved at a value that doubles the canopy that is lost. First preference of
canopy replacement will be on the corresponding Public Works or Parks project site or within project council zone.
1.2 POLICY AND GOALS:
1.2.1 Identify and preserve desirable tree canopy species whenever possible.
1.2.2 Enhance tree canopy by replacing the canopy at a rate of two times the canopy lost.
1.2.3 Enhance future tree canopy through proper species selection and placement.
1.2.4 Public Works will continue to allocate funds to the Community Tree and Landscaping Improvement program, with
voter approval through 1/4-cent CIP project lists.
1.3 For the last five (5) years, the City has contracted with a Consulting Forester-Arborist to provide the services needed to
meet tree canopy policy goals and objectives and fulfill other assignments as required. To date, a total of fifty-one (51)
Public Works construction and/or program projects with tree canopy evaluations have been completed. There are currently
twenty-two (22) active Public Works projects in pre-construction, construction or post-construction, and an unknown
number in planning or design. Based upon renewal of the existing 1/4-cent Capital Improvement and 1/8-cent
Transportation Sales Tax and revenue generated, the City of Springfield Public Works proposes five (5) major construction
projects will be completed or under contract, six (6) program projects, and four (4) design projects over the next four (4)
years.
2.0 SCOPE OF SERVICES
The CFA will be expected to work closely with the Urban Forester, various Project Managers and other parties involved with the
assigned Public Works construction projects.
The CFA will be expected to provide complete evaluations and reports in approved formats. These shall be submitted in a timely and
organized manner in an effort to fully convey tree preservation and planting opportunities for each assigned Public Works project.
Public Works Project Site Tree Canopy Analysis Reports may contain appendices such as maps, diagrams, tables, photographs and
other reports needed to develop the report and these therefore will be produced and included in the report at no extra charge.
The CFA shall provide the City with a written estimate of fees for Regular Services as well as the start and completion dates for each
Public Works Project or other assignment within 3 (three) business days of assignment. The City shall, within 5 (five) business days of
receiving the estimate of fees and the start and completion dates, notify the CFA of acceptance or refusal. As a guideline, completion
dates shall be based upon the Canopy Evaluation Timetable established and submitted by the CFA. The start and completion dates
submitted by the CFA for each Public Works Project and other assignments shall be agreed upon by the Project Manager and Urban

RFP #002-2027
Forester prior to beginning work. Reports must be submitted within one (1) week of the agreed upon completion date and actual
fees for services rendered must stay within ten percent (10%) of estimate or no payment.
The CFA shall begin work within twenty-four (24) to seventy-two (72) hours after being notified of a need for Emergency Services.
Emergency Services include any assignments that require work within twenty-four (24) to seventy-two (72) hours of assignment. All
other projects are to be considered Regular Services unless mutually agreed upon by the CFA and City representative.
It is understood that the CFA's services at the Intermediate Level shall include but are not limited to tree canopy
evaluation/measurement and reports in approved formats, tree risk assessment including identification of defect and target, tree
damage assessment and appraisal/valuation, assessment of tree health/maintenance needs, tree preservation opportunities and
procedures, canopy restoration opportunities and/or training City staff and contractors in these methods through Concept and Design
Phase and Construction observation when necessary for the project.
CFA services at the Advanced Level shall include but are not limited to all the above (Intermediate Level) services with the addition
of planning/supervising/documenting advanced tree protection strategies, construction site and tree protection inspections, and
significant tree appraisal/valuation.
All recommendations shall fully comply with the related City of Springfield codes and ordinances.
As part of your CFA services at the Intermediate or Advanced Level you will provide one set of reports to the Project Manager and
one set to the Urban Forester. The reports shall be submitted in both electronic and document form (professionally bound and
signed). If the Scope of Work for any Public Works Project or other assignment is changed by the Project Manager or Urban Forester,
the CFA will revise reports as requested during the project process and provide an estimate of any additional hours and fees and
approved completion date. CFA will check all reports for errors prior to submittal and review by the City. Any corrections or
clarifications needed to make the report useable by the Project Manager or Urban Forester will be completed by the CFA within two
(2) business days unless otherwise agreed upon and at no extra charge. The City may review each report 2 (two) times before final
acceptance.
