Project Description: A. Notice to Bidders:
1. Qualified bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders.
2. Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project.
3. Employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
4. The Contract is subject to the requirements for Affirmative Action to ensure Equal Employment Opportunity (Executive Order 11246).
5. Bidders must submit additional Qualifications information for both itself and, if awarded, major subcontractors as specified in the Contract Documents. Certain supplier/subcontractor information is required as part of the initial bid submission.
6. Any bid submission and subsequent contracts fall under the Pennsylvania Right-to-Know Law, 65 P.S §§ 67.101-3104,(“RTKL”).
7. This Request for Proposals is being offered exclusively through the PennBid platform which shall assess a fee based on the value of the bid. Only vendors AWARDED contracts are assessed a fee capped at 1/3% of awarded value for fixed fee contracts or 1/6% of contract value (+ tax) for term contracts.
The minimum PennBid fee shall be $100 and the maximum fee shall be $5,000.

E. Project Description: The Work of Project includes, but is not limited to the following:
General Trades Construction Contract – General construction work is required for the renovation and expansion of the existing Yocum Library room 117 and renovations to the adjacent computer labs. The work shall include:
a. Demolition of existing finishes, walls, elevated floor framing and ceilings.
b. Construction of new partitions, ceilings, soffits, interior finishes and window treatments.
c. Work shall include installation of owner-provided equipment.
Electric Construction: Electric construction work shall be provided to support the new Theatre functions of the space and modifications to the adjacent computer labs including:
a. Modification to existing lighting, power and data infrastructure.
b. Construction of new lighting, power and data infrastructure including new circuits from distribution panels indicated on electric plans.
c. New lighting.
d. Connections and integration with new window treatments, Owner provided A/V equipment and theatrical lighting system (by Owner).
e. Modifications to existing fire alarm system heads.
Mechanical Construction: Mechanical construction work shall be provided to support the new Theatre functions of the space and modifications to the adjacent computer labs including:
a. Replace existing HVAC system components and associated ductwork.
b. Modify existing baseboard heating systems.
c. Modifications to existing fire suppression sprinkler system.
F. Construction Contract: Bids will be received for the following Work under a Multiple Prime Contracts:
1. General Construction
2. Electrical Construction
3. Mechanical Construction
1.2 DOCUMENTS

1.3 BID SUBMITTAL AND OPENING
A. Owner will receive bids until the bid time and date. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Date: Wednesday, May 21, 2025
2. Bid Time: 2:00 pm
B. All bids shall be submitted via the PennBid portal.

C. Bids results will be published on PennBid via the Public Announcement feature. Bid results will not be official until all information is reviewed, tabulated, and presented to the Reading Area Community College Board of Directors.
1.4 BID SECURITY
A. Bid Security shall be made payable to Reading Area Community College, in the amount of 10 percent (10%) of the Base Bid sum. Security shall be CERTIFIED CHECK, BANK CASHIERS CHECK or AIA A310 BID BOND issued by the Surety licensed to conduct business in the state in which the Project is being constructed. The Owner reserves the right to approve the sufficiency of the required bid security.
B. The successful bidder’s Security will be retained until it has signed the Contract and furnished the required PAYMENT and PERFORMANCE BONDS. The Owner reserves the right to retain the Security of the next three (3) lowest bidders until the lowest Bidder enters into a Contract or until sixty (60) days after bid opening, unless delayed due to required approvals of another governmental agency, in which case bids shall be irrevocable for 120-day. All other Bid Security will be returned as soon as practical. If any Bidder refuses to enter into a Contract, the Owner will retain its Bid Security as liquidated damages, but not as a penalty.
C. Proof of the Bid Security is to be submitted via PennBid as part of the complete bid submission.
1.5 PREBID CONFERENCE
A. An OPTIONAL pre-bid conference for all bidders will be held at Project Site on Thursday, May 8, 2025, at 10:00 am in the Yocum Library, Room 117. This Pre-bid conference will be held concurrently via TEAMS platform. Request for this link shall be sent to rhowe@racc.edu 24 hours prior to the pre-bid conference.
1. A primary focus of the conference is to review project requirements, ask questions, and permit Bidders’ inspection of the existing conditions.
1.6 REQUESTS FOR INFORMATION / SUBSTITUTION
A. Requests for Information or Substitution shall be submitted no later than 4:00 PM on Thursday, May 15, 2025.
1. Responses to RFI’s and Substitution requests shall be issued via Addendum no later than 3:00 PM on Monday, May 19, 2025.
