Solicitation of Interest: Pyramid Model Statewide Implementation
Description:
The New York State (NYS) Office of Children and Family Services (OCFS), on behalf of the Council on Children and Families (CCF), is soliciting interest from not-for-profit organizations to manage the statewide implementation and expansion of the Pyramid Model over the course of the next five years.
The Pyramid Model is a framework of evidence-based practices for promoting young children’s healthy social and emotional development. The implementation of the Pyramid Model is led by a State Leadership Team (SLT) composed of leaders representing NYS agencies and other key statewide organizations supporting young children and families. The Pyramid Model is being implemented in early childhood and education (ECE) programs for the following modalities: child care, prekindergarten in schools and community-based organizations, 4410 special education programs, and Head Start sites.
Eligibility Requirements:
Interested entities must:

Be a registered Not-For-Profit entity organization;
-
Possess at least two (2) years of experience of experience maintaining social media sites;

Possess at least two (2) years' experience planning, promoting
and
facilitating in person and virtual workshop/ training; which include Train the Trainer and coaching sessions; and

Possess five (5) years of experience with the delivery
and
administration of a Statewide training curricula to early childhood and education providers and families.
OCFS prefers vendors with specific experience conducting Pyramid Model Module Trainings and those with experience managing the Pyramid Development Network (PDN).
Scope of Work:
Interested organizations will be required to provide, at a minimum, the following tasks and services:

Supervise the Pyramid Model Statewide and Regional Coordinators.

Maintain and create all Pyramid Model Modules content to reflect new research and strategies and develop new content (such as the deeper dive series and Prevent Teach Reinforce) in alignment with the State Leadership Team, new offerings from Pyramid Model Consortium and National Center for Pyramid Model Innovations.

Plan and manage/facilitate the NYS’s Annual Pyramid Model Statewide Summit and Monthly State Leadership Team meetings.

Maintain the NYS Pyramid Model social media sites and manage the statewide virtual training calendar (logistics, marketing, data entry, and communications).

Attend and/or present to state partners. community organizations or at other events/ conferences to promote collaboration and the NYS Pyramid Model.

Provide in-person and virtual Pyramid Model Module trainings, Roadmap Implementation series trainings, classroom coaching, and the Prevent-Teach-Reinforce for Young Children (PTR-YC) model.

Support each Program Leadership Team (PLT) with (a) data collection; (b) analysis of data; (c) policy alignment and creation of action plans to implement the Program-Wide Benchmarks of Quality.

Manage and support the Pyramid Development Network (PDN), which currently consists of trainers, leadership coaches, and regional coordinators; approximately 100 people in total.

Diversify and expand PDN to meet the needs across New York State.

Provide support to programs during the pre-implementing and implementing phases for specific Pyramid Model elements of implementation.

Provide classroom coaching, leadership team coaching, and formal observations using the Teaching Pyramid Observation Tool (TPOT) and Teaching Pyramid Infant-Toddler Observation Scale (TPITOS).

This solicitation of Interest is to identify eligible interested organizations.
To be considered responsive, interested organizations should submit a response that provides documentation that their organization meets each eligibility requirement listed above and a detailed narrative describing their proposed plan to conduct all the tasks and services related to the Scope of Work.
