INVITATION TO BID
Sealed proposals, addressed to:
St. Joseph Regional Port Authority
3003 Frederick Avenue
St. Joseph, Missouri 64506
and endorsed "Proposal" for providing a sheet pile wall & conveyor foundation repair and associated site
work. Sealed proposals and bids will be received by the St. Joseph Regional Port Authority until 9:30
a.m. (Prevailing Local Time) on the 14th day of April, 2026, at the office of the Regional Port Authority
at the St. Joseph Chamber of Commerce, 3003 Frederick Avenue, St. Joseph, Missouri 64506, and at that
time will be publicly opened and read.
The proposed work includes, but not limited to:
Existing concrete removal and existing sheet pile wall repair with waler and tiebacks, and
existing conveyor system foundation repair. Additional improvements include replacing 900
L.F. of 1” cable between existing winches (Alternate No. 1). Additional alternates include
concrete replacement in lieu of base rock infill (Alternate No. 2) and helical pile supported
crane pad (Alternate No. 3). Three additional paving alternates are also included with this bid
package.
Special Needs: If you have special needs addressed by the Americans with Disabilities Act, please
notify the St. Joseph Chamber of Commerce, at (816) 364-4110 or through Missouri Relay System,
TDD 7-1-1, at least five (5) working days prior to the bid opening you plan to attend.
The wage rates applicable to this project have been predetermined as required by the law and are set forth
in the bid proposal.
A Pre-Bid conference will be held at the St. Joseph Regional Port located at 1616 Stockyards Expressway,
St. Joseph, Missouri 64501 on April 1st, 2026, at 10:00 a.m. Pre-Bid is not mandatory but is highly
encouraged.
The St. Joseph Regional Port Authority hereby notifies all bidders that it will affirmatively ensure that in
any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,
ancestry, or national origin in consideration for an award.
Plans and specifications may be inspected at the St. Joseph Chamber of Commerce and complete
instructions of bidders and proposal blanks may be obtained from Snyder & Associates at 802 Francis,
St. Joseph, MO 64501 (816.364.5222) upon the receipt of Forty dollars ($40.00). Payment is non-
refundable. Only contractors who have paid for plans and specifications and are listed on the plan
holders list will be eligible to bid.
Missouri Law, 292.675 RSMO, requires the awarded Contractor and its subcontractor(s) to provide a ten-
hour occupational safety and health administration (OSHA) construction safety program (or a

similar program approved by the Missouri Department of Labor and Industrial Relations as a qualified
substitute) for their on-site employees (laborers, workmen, drivers, equipment operators, and craftsmen)
who have not previously completed such a program and are directly engaged in actual construction of the
improvement (or working at a nearby or adjacent facility used for construction of the improvement).
The awarded Contractor and its subcontractor(s) shall require all such employees to complete this ten-
hour program, pursuant to 292.675 RSMO, unless they hold documentation on their prior completion of
said program. Penalties for non-compliance include Contractor forfeiture to the Missouri Highways and
Transportation Commission in the amount of $2,500, plus $100 per Contractor and sub-contractor
employee for each calendar day such employee is employed beyond the elapsed time period for required
program completion under 292.675 RSMO.
The project will be awarded to the lowest, responsive, responsible bidder. Bidders must be on MoDOT’s
pre-approved contractor list.
Proposals must be on forms provided in the Specifications and Contract Documents. The right is reserved
to reject any or all bids.
