REQUEST FOR INTEREST (RFI)



This is not a solicitation. This notice is for informational purposes only. This is not a Request for Bid, Proposal, or Quote. It does not constitute a solicitation and shall not be construed as a commitment to the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this survey. Any information submitted by respondents to this RFI notice is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP), if any are issued. This survey is for market research purposes only. Only contractors capable of performing this type of work should respond to this notice.



INTRODUCTION



The U.S. Army Corps of Engineers (USACE) Detroit District is issuing this Request for Interest (RFI) as a means of conducting market research to identify parties having an interest in a combined requirement for the following Fiscal Year (FY) 2026 projects:




  • FY26 Detroit River Maintenance Dredging (MD) and Pointe Mouillee Confined Disposal Facility (CDF) Maintenance



and




  • FY26 Monroe Harbor Advanced Maintenance Dredging (AMD)



The intention is to procure these construction services on a competitive basis.



REQUIREMENT*



The USACE Detroit District anticipates a requirement for a Firm-Fixed-Price (FFP) construction contract combining two projects (listed below) into one contract action.



The FY26 Detroit River MD and CDF Maintenance project is anticipated to be similar in size and scope to the FY25 Detroit MD and CDF Maintenance project solicited under Solicitation No. W911XK25BA006 located on SAM.gov at the following link:

The FY26 Monroe Harbor AMD project is anticipated to be similar in size and scope of the FY25 Monroe Harbor AMD project under Solicitation No. W911XK25BA021 (pending solicitation). Presolicitation notice located on SAM.gov at the following link:

The North American Industry Classification System (NAICS) Code is 237990 - Other Heavy and Civil Engineering Construction (Exception), which has a small business size standard of $37M in average annual receipts.



Place of Performance: Monroe and Wayne Counties, Michigan



If combined, anticipated solicitation date: November 2025. Anticipated award: February 2026.



SURVEY



Given the scope and complexity of the two projects, the Government requests industry input to gauge interest and capability if combining the work is realistic and practical. Results from this RFI Survey will be used for market research purposes only. Only contractors capable of performing this type of work should respond to this RFI Survey.



Based on the responses to this RFI notice/market research, this requirement may be combined into one project, may be set-aside for small businesses (in full or in part), or may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. All data received in response to this RFI notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
