Project Description: Request for Information: Law Records Management Software
Notice of Intent to Designate Reasonable Source/Sole Brand:
This Request for Information (RFI) (Notice of Intent to Designate Reasonable Source) is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.
The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County’s needs:
The Broward County Office of Regional Communications (ORCAT) is seeking a Law Records Management Software to provide a centralized repository from all data sources with easy access from any device in real time affording law enforcement response units the ability to access critical information across jurisdictional boundaries. The Law Records Management Software should include, but is not limited to the following:
• Provides hybrid cloud (web-based)/on-premises solution that has a built-in redundancy and scalability against natural disasters (hurricanes, floods, etc.); • Ability to interface with Broward County's Computer Aided Dispatch System (Motorola); • Provides incident field reporting, case management, data analytics, property and evidence tracking, court case preparation, and statistical reporting, etc.; • Provides full-featured police records management system suitable for large agencies, multi-agency systems and data sharing in a single platform; • Meets the latest and future Criminal Justice Information Services standards and National Incident-Based Reporting System reporting requirements.
ORCAT is seeking Reasonable Source approval for a Law Records Management Software by Niche Technology Inc. (Niche). The Law Records Management Software offered by Niche, NicheRMS365, will 1) provide a centralized repository from all data sources with access from any device in real time; 2) possesses the ability to scale with the changing demands of law enforcement and ultimately enable officers to have a greater focus on deterring crime through proactive policing; 3) provides interoperability, affording law enforcement response units the ability to access critical information across jurisdictional boundaries; and 4) other key futures.
This RFI will remain posted until closing date and time.
Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation.
If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.
The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
