Armored Transport Services for Bureau of Engraving and Printing (BEP)



Request for Information (RFI)



The Bureau of Engraving and Printing (BEP) is conducting market research to determine the availability and capability of qualified small business concerns to provide recurring armored transportation services in support of the Bureau's operations.



This notice is issued for market research purposes only and does not constitute a solicitation or a promise to issue a solicitation. Responses will be used solely to assist the Government in acquisition planning and determining the appropriate acquisition strategy.



Requirement



The Government is seeking information from the following small business socioeconomic categories:





  • 8(a) Business Development Program




  • Women-Owned Small Business (WOSB)




  • HUBZone Small Business




  • Service-Disabled Veteran-Owned Small Business (SDVOSB)





The anticipated requirement is for recurring armored truck services to transport Bureau of Engraving and Printing (BEP) security products between the District Currency Facility (DCF) in Washington, DC, the Western Currency Facility (WCF) in Fort Worth, Texas, and other designated locations throughout the continental United States. The contractor would be responsible for providing qualified personnel, armored vehicles, required security clearances, equipment, supervision, and all other resources necessary to perform the services in accordance with the attached Performance Work Statement (PWS).



Requested Information



Interested vendors are requested to provide the following information:





  1. Company name, UEI, CAGE Code, address, and point of contact.




  2. Small business socioeconomic status (8(a), WOSB, HUBZone, SDVOSB, or other).




  3. A brief description of your company's experience performing similar recurring armored transportation services, including services involving high-value or secure cargo.




  4. Confirmation that your company possesses, or is capable of obtaining, all required personnel, security clearances, armored vehicles, licenses, and other resources necessary to perform the attached PWS.




  5. Confirmation that your company can support recurring shipments between BEP's Fort Worth, Texas and Washington, DC facilities, as well as other locations identified in the PWS.




  6. A brief description of your proposed staffing approach, including whether any subcontractors or teaming partners would be utilized.




  7. If subcontractors will be used, identify:





    • The anticipated subcontracted functions;




    • Whether each subcontractor is a similarly situated entity; and




    • The socioeconomic status of each subcontractor.







FAR 52.219-14 – Limitations on Subcontracting



The Government also requests confirmation regarding compliance with FAR 52.219-14, Limitations on Subcontracting.



Please address the following:





  • Can your company perform this requirement while remaining compliant with FAR 52.219-14?




  • Describe how your company intends to structure performance to ensure compliance with the limitations on subcontracting requirements.




  • If subcontractors will be utilized, explain the anticipated division of work between the prime contractor and subcontractors.




  • Identify whether any subcontractors are similarly situated entities.




  • Confirm that your company understands that a small business prime generally may not pay more than 50 percent of the amount paid by the Government to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the amount subcontracted to entities that are not similarly situated.

Responses should be limited to five (5) pages, excluding any capability statements or marketing brochures. Responses should be emailed to jerkendra.holloway@bep.gov.

Responses are due no later than 5:00 p.m. Eastern Time on August 31, 2026.
