Bid Description:
The Vermont Association of Planning and Development Agencies (VAPDA) is seeking the services of a qualified planning consultant who can review, edit, and update the planning and land use manual developed by the State of Vermont.
Context and Background
VAPDA is spearheading an effort to update a public-facing planning and land use manual developed in accordance with §4304 of Title 24. The materials are:

State Planning Manual Module 1: The Municipal Plan – Introduced in 2017, this module helps citizen planners build consensus on the community’s top priorities and develop concrete achievable action steps.
Module 2: State Designation Program – Introduced in 2018, this module provides guidance and case studies on state designation programs and how their benefits have helped communities achieve their planning goals.
Module 3: Enabling Better Places: A Zoning Guide for Vermont Neighborhoods – Introduced in August 2020, this guidance document examines incremental approaches to improving local land use regulations to increase housing opportunities in downtowns, village centers, and neighborhoods.

The modules must be updated to reflect statutory changes relevant to planning and zoning in Vermont. Existing and emerging best practices, namely those relating to justice, equity, diversity, inclusion, as well climate resilience, must also be incorporated into the planning and land use manual. Final documents must be consistent in their general look and feel, consistent with the State of Vermont reporting templates and accessibility features, and written in a language that’s accessible to a general audience of citizen planners. Final deliverables must be in Microsoft Word so they can be easily edited and updated in the future.

This project is being coordinated by VAPDA, with the Northeastern Vermont Development Association (NVDA) acting as fiscal agent. The selected consultant(s) will liaise with a project team composed, at a minimum, of representatives from VAPDA, as well as staff and legal counsel of the Department of Housing and Community Development (DHCD).
Funding
Approximately $75,000 is available for the completion of this work. Funding originates from the State of Vermont, Agency of Commerce and Community Development and is administered by Northeastern Vermont Development Association (NVDA).

The target timeline for completion of this project is six months. Timeline must allow for draft reviews by members of project team, as well as the legal staff of the Department of Housing and Community Development. Release and review of draft updates must be staggered to allow for thorough review and vetting by the project team.
Deliverables
•        Memorandum of understanding outlining required changes to modules and timing of draft updates
•        Four meetings with project team (virtual is preferred)
•        One presentation to the full board of VAPDA
•        Draft updates in Microsoft Word, with track changes enabled
•        Final updates delivered in Microsoft Word
•        Summary document of changes made

Special Instructions:
All responses to the RFQ shall include the following information:
1.        Cover Letter - A letter of interest for the project;
2.        Statement of Qualifications and Staffing – Provide a qualifications profile of the lead consultant and sub-consultants, including indication of the lead consultant, the proposed role of each consultant on the team. Also provide detailed information on each consultant, including the name of the firm, year established, and contact information.
3.        Summaries of relevant projects – Describe relevant experience on similar projects for each firm and list the work experience of the individuals expected to be involved in the project. Include a minimum of two (2) professional references for whom a similar project has been completed within the past ten (10) years.
All information submitted shall become the property of the NVDA upon submission. The NVDA reserves the right to issue supplemental information or guidelines relating to the RFQ as well as make modifications to the RFQ or withdraw the RFQ.
