Description:

The design portion of this project is 100% – completed by the EOR firm of CPH, Inc.  The project is currently in the bidding stage for construction.  The bids are due May 12 and is scheduled to go to the City Commission for approval on Thursday, May 22, 2025.  The successful Engineer from this solicitation will represent the City by providing CEI services required for the construction phase of the project.  The expected construction will likely commence in mid-June 2025 and last 700 days by contract.

Construction CEI services will be performed in two tasks:

Task 1: On-Site Construction Inspection, Observations and Meetings

Task 2: Engineering Office Support

Task 1: On-Site Construction Observations and Meetings

Scope:

The selected Engineer will perform regular on-site observations to support the City’s construction team during pre-construction and throughout the entire construction period, including:

Attending up to two (2) in-person pre-construction meetings with the Engineer and stakeholders;

Performing site visits and attending in-person meetings. The selected Engineer will be on site eight (8) to sixteen (16) days per month with greater presence during the start and toward the end of construction;

Reviewing construction progress based on the approved schedule maintained by the GC and responding to Engineer inquiries while on site;

Generating daily field reports documenting observations with photographs while on site;

Preparing a pre-punch list as the project is nearing substantial completion;

Preparing a punch list at substantial completion; and,

Performing final walk-through with the City and GC.

Dependencies/Special Requirements:

Construction management services and continuous onsite representation are not included and will be provided by the City;

A temporary workspace will be provided by the City or the General Engineer that includes a desk and internet connection;

Construction inspection and materials testing are not included. City staff will be on site to observe construction progress and conformance with the contract documents and to facilitate technical communications, not to perform construction inspection and materials testing tasks;

Pre-construction and construction activities are anticipated to have durations of two (2) and Twenty-one (21) months, respectively.

Deliverables:

Daily field visit reports summarizing observations with photographs;

Pre-punch list and punch list following substantial completion.

Task 2: Engineering Office Support

Scope:

The selected Engineer will provide in-office engineering construction support services that include Engineer shop drawing reviews, submittal reviews, responding to Engineer and CM RFIs (requests for additional information) during construction, and participating in virtual meetings with the Engineer and the City’s construction management team. Services for this task include:

Reviewing shop drawings and submittals from the Engineer;

Responding to Engineer and CM RFIs expeditiously during construction;

Developing construction sketches, as needed, to clarify the design drawings for the Engineer;

Reviewing Engineer-provided as-built surveys;

Performing required design modifications and issuing drawing revisions, accordingly;

Issuing record drawings following construction completion that include any design modifications and Engineer-provided redlines/as-built surveys;

Dependencies/Special Requirements:

Engineer to provide redlines and as-built surveys as they become available;

As-built surveys provided by the Engineer will be signed and sealed by a licensed FL surveyor;

Construction management services and continuous onsite Owner representation is not included and will be provided by the City;

Review and processing of Engineer pay applications is not included;

Environmental permitting compliance support is not included.

Deliverables:

RFI responses within ten (10) days of receipt;

Submittals and shop drawing review comments within ten (10) days of receipt;

Record drawings incorporating revisions and Engineer as-built surveys and redline drawings.

The selected Engineer will work closely with the City, the City’s project manager (PM), the Engineer, and stakeholders toward the WWTF construction’s technical alignment with the engineering design and construction documents and produce a set of record drawings following construction completion.
