Summary

The City of Vista is soliciting written proposals for Special District Administration & Debt Management Services . The City will enter into a 3 years with 2 optional years (in one year increments) for a potential total of 5 years Agreement with one (1) selected Consultant. Services provided under the Agreement shall not exceed $200,000 over the term of the Agreement. Assessment District Administration Services and Debt Issue Continuing Disclosure and Arbitrage Rebate Calculation Services. - A detailed scope of work and fee will be outlined for each task and assigned to the selected Consultant.

Consultants may submit proposals as a single firm with in-house capabilities or as a primary consultant with sub-consultants to provide the RFP services. For specialized work for which the prime consultant will require a sub-consultant, the prime consultant will serve as an administrative liaison between the City and the sub-consultant. The prime consultant mark-up for sub-consultants shall not exceed five percent (5%). The City reserves the right to request proposals from other firms throughout the Agreement term for special projects requiring unique qualifications.



Background

Existing Assessment Districts

The City of Vista currently administers multiple assessment districts established pursuant to California law to fund the maintenance and operation of public infrastructure and facilities. These districts are summarized below to provide proposers with general context regarding the scope and scale of services required. The City of Vista Street Maintenance District was formed in 1991 pursuant to the Benefit Assessment Act of 1982. The district is levied on approximately 23,050 assessable parcels located throughout the City and provides funding for the maintenance of approximately 410 lane-miles of public roadway. The Lighting and Landscape Maintenance District No. 1 was established under the Landscaping and Lighting Act of 1972. This is a citywide district with multiple zones reflecting varying levels of service. The district funds the operation and maintenance of approximately 4,598 streetlights, 109 traffic signals, and associated energy costs, as well as the maintenance of street trees and related improvements within the public right-of-way. The South Melrose Landscape Maintenance District is a Landscaping and Lighting Act of 1972 district formed exclusively to provide annual maintenance services. The district encompasses approximately 1,393 assessable parcels organized into five benefit zones based on the level of benefit received.

Debt Issues

In addition to assessment district administration services, the City of Vista and its related agencies maintain outstanding debt obligations that require ongoing continuing disclosure and arbitrage rebate compliance services. These debt issues are summarized below to provide proposers with general context regarding the scope of services required. The 2025A Refunding Lease Revenue Bonds, issued by the Vista Joint Powers Financing Authority, were issued to refinance prior lease revenue bond obligations of the City. The 2010 Taxable Housing Tax Allocation Bonds and the 2011 Tax Allocation Bonds were issued in connection with the former Vista Redevelopment Project Area to finance housing and redevelopment-related activities. The 2015 Subordinate Tax Allocation Refunding Bonds (Series A and Series B-1) were issued to refund certain prior redevelopment-related obligations and include both federally taxable and tax-exempt components. These debt issues are subject to continuing disclosure requirements and federal arbitrage rebate regulations. The City seeks a qualified consultant to provide ongoing compliance services related to these obligations.
