1.0 PROJECT DESCRIPTION
This project installs approximately 1080 feet of 69kV underground double-circuit duct package
for TL6926 between existing vaults U123337 and U123338. The alignment begins by
intercepting the existing TL6926 package, including conduit stubs, (7-6" and 2-4" PVC conduits)
located at the intersection of Cole Grade Road and Cool Valley Road. The alignment proceeds
north along Cole Grade Road through a designated cell in the County of San Diego's future
bridge crossing over Keys Creek, where it will continue until intercepting the existing TL6926
duct package (7-6" and 2-4" PVC conduits) located near the intersection of Cole Grade Road and
Hilldale Road. All proposed work will be completed within County of San Diego franchise limits.
2.0 GENERAL INSTRUCTIONS TO BIDDERS
2.1 Inspection of the Work Areas
Prior to submission of a proposal, the Contractor shall be deemed to have made a careful
inspection of the Project Specifications, drawings, and other documents; the route and
right-of-way; and all other matters, such as access, storage sites and specific equipment
requirement, that may affect the Contractor's costs and the time required to complete the
Work.
2.2 Contractor's Proposal
Contractor's proposal should include specific Contractor and Subcontractor credentials,
including but not limited to the following:
* A list of projects completed during the previous five years, including an owner's
contact person for each project listed
* Annual Reports
* List of Contractor owned equipment
* Resumes for Key Project personnel
* List of subcontractors to be used
The proposal shall also include a detailed description of the work sequence and the
construction schedule.
2.3 Unit Price List
The work is based on a lump-sum fixed-price contract. The Unit Price List to be
provided by the Contractor in this section is for reference purposes. The quantities of
units necessary to complete the work shown on the Unit Price Breakdown are estimated
quantities only. The actual work completed may be more or less than the quantities
shown in the breakdown.
The Unit Price List for SDG&E furnished materials shall include unloading, storing,
pick-up, and hauling to job site. Protection of SDG&E furnished materials is the
responsibility of the Contractor until completion and final acceptance of the project by
SDG&E.

3.0 WORK INCLUDED IN THIS PROJECT
The Contractor shall furnish, at its own cost and expense, all labor, materials (except as furnished
by SDG&E), transportation, equipment, tools and other appliances required to perform and finish
all of the work as detailed in the project drawings, specifications, and documents. A brief
summary of the MAJOR items of work follows:
1. Install approximately 1080 feet of double circuit 69 kV duct package (including 90'
through bridge) consisting of seven (7) 6-inch ducts and two (2) 4-inch
telecommunications conduit.
2. Install 2-piece stainless steel casings at/under each proposed bridge approach slab,
terminate at the inside face of the abutment backwalls, and extend 5' past the approach
slabs.
3. Install conduit spacers inside proposed bridge deck spaced no more than 5' on center,
including 2" PVC carrier duct for 4/0 ground.
4. Intercept existing TL6926 package, 1-4" PVC duct, located at the intersection of Cole
Grade Road and Cool Valley Road.
5. Intercept existing TL6926 stub out, 7-6" and 1-4" PVC ducts, located at the intersection
of Cole Grade Road and Cool Valley Road.
6. Intercept existing TL6926 underground package, 7-6" and 2-4" ducts, located near the
intersection of Cole Grade Road and Hilldale Road.
7. Clean and mandrel TL6926 conduit systems from existing vault U123337 to U123338
per TE-107 specifications.
8. Maintain all traffic control set-up and tear down (as required) during construction.
Contractor may be required to acquire traffic control permits and noise permits as needed
for construction.
9. Repair and replace existing dirt areas, landscaped green areas, irrigation system,
sidewalks, curb & gutter, fencing & asphalt access roads as well as all property affected
during construction, to prior conditions, as applicable.
4.0 WORK NOT INCLUDED IN THIS PROJECT
* All 69kV underground cable installation and termination work.

5.0 CONSTRUCTION SCHEDULE

6.0 SPECIAL PROVISIONS
Safety and maintaining good relations with property owners are top priorities. All work shall be
performed in accordance with good safety and environmental practices in conformance to all
local, State and Federal Laws and Regulations. Work shall conform to the technical Standards
and Specifications provided in this job package.

This work plan should discuss the methods that will be employed to maintain personnel safety,
system reliability, and production efficiency in working around the adjacent energized
transmission and distribution conductors.
A pre-construction meeting will be held with SDG&E's Field Contract Administrator (FCA), the
Contractor and SDG&E's Major Projects and Transmission Engineering Sections to review
construction schedule and scope.
The Contractor shall contact USA Dig Alert at 811 or 1-800-422-4133 prior to any digging to
verify possible underground conflicts.
An overall transmission line outage plan including planned outage dates must be provided to the
California Independent System Operator (ISO) through SDG&E's outage coordinator a minimum
of four weeks prior to the start of any outages. All specific transmission line outages must be
requested a minimum of 72-hours in advance from the ISO through SDG&E's outage
coordinator. In order to meet these requirements, the Contractor must submit their outage plan to
SDG&E as soon as practical but no later than five weeks prior to the start of the line outages
and must submit written outage requests at least 96 hours prior to the planned start of the outage.
The Contractor shall notify SDG&E prior to start of work in order for SDG&E to contact the
property owners.
The adjacent transmission and distribution lines may be energized during construction. Extra
caution must be exercised by the Contractor to maintain proper electrical clearances and to follow
all safety rules and regulations.
Pick-up Location for Owner Provided Materials - When the Contractor is on-site, the material
will be turned over to the Contractor and the Contractor shall be responsible for the site security
and the material, which has been turned over to them. At the end of the use of the lay down site,
the Contractor shall be responsible for cleaning up the site and returning it to a condition
acceptable to the property owner and SDG&E. The Contractor will be responsible for cleaning
up debris on a daily basis and keep the premises clean, neat and in an orderly condition at all
times. Vehicle maintenance will not be allowed on this lay down site or in the right-of-way.
SDG&E provided materials will be made available to the Contractor at the on-site material
delivery/Marshalling Yard.
As soon as practical after the completion of Work, an inspection of the Work will be completed
by SDG&E. If the Work is found to comply fully with the requirements of the Contract, it will be
accepted and final payment will be made in accordance with the Contract.
7.0 ENVIRONMENTAL CONSTRAINTS
See attached environmental release, if available.
8.0 ENGINEERING DATA
8.1 General
This section covers engineering data including Contractor's drawings, which the
Contractor shall submit to the Owner for review as required. Timely submittal of
