Summary

The Ohio Environmental Protection Agency (EPA), Office of Environmental Innovation (OEI) seeks an experienced Offeror to assist in the development of Ohio’s first ever statewide organic materials management plan. This Plan will further the goals for organic materials management in the State Solid Waste Management Plan by providing a comprehensive “roadmap” that illustrates how stakeholders can help advance organic materials prevention, reduction, recycling, and returning these materials to a circular economy as products. This project is supported by a U.S. EPA Solid Waste Infrastructure for Recycling (SWIFR) grant for states and territories that funds activities that support long-term planning and data collection needs to demonstrate progress toward U.S. EPA’s National Food Loss and Waste Reduction Goal to halve food loss and waste, and contribute to achieving the National Recycling Goal of a 50% recycling rate by 2030. OHIO STATEWIDE ORGANIC MATERIALS MANAGEMENT PLAN DEVELOPMENT
Those submitting proposals (Offerors) must note that all proposals and other material submitted will become the property of
the State and may be returned only at the State's option. Proprietary information should not be included in a proposal or
supporting materials because the State will have the right to use any materials or ideas submitted in any proposal without
compensation to the Offeror. Additionally, all proposals will be open to the public after the award of the contract has been
posted on the State Procurement Website. Refer to the Ohio Administrative Code, Section 123:5-1-08 (E).
This RFP consists of seven sections and five attachments totaling 64 consecutively numbered

EXECUTIVE SUMMARY
PURPOSE. This is a Request for Competitive Sealed Proposals (RFP) under Section 125.071 of
the Ohio Revised Code (ORC) and Section 123:5-1-08 of the Ohio Administrative Code (OAC).
The State of Ohio (State), through the Ohio Environmental Protection Agency (Ohio EPA or
Agency), Office of Environmental Innovation (OEI) is soliciting competitive sealed proposals
(Proposals) for the development of a Statewide Organic Materials Management Plan. If a
suitable Proposal is made in response to this RFP, the State, through Ohio EPA, may enter
into a contract (the Contract) to have the selected Offeror (the Contractor) perform all or part
of the project (the Project or the Work). This RFP provides details of what is required to
submit a Proposal for the Work and what will be required of the Contractor in performing the
Work.

economy as products. This project is supported by a U.S. EPA Solid Waste Infrastructure for

planning and data collection needs to demonstrate progress toward U.S. EPA’s National Food

OBJECTIVE. The primary objective of the project is to obtain foundational data and
stakeholder input needed for developing a statewide organic materials management plan.
We believe that a statewide organic materials management plan that identifies opportunities
and strategies for reducing and managing organic materials will help businesses, solid waste
management planning districts, industry organizations, non-profit organizations, and other
stakeholders identify where they can have an effective role and maximize their investments
and efforts. Ultimately, a statewide organics management plan will result in reduction and
sustainable management of organic materials in Ohio and return currently landfilled waste
materials to the circular economy through beneficial use.
GENERAL SCOPE OF WORK. The selected Contractor will collaborate with Ohio EPA in the
plan development process. Most tasks will be led by the Contractor and others will require
joint participation. The Contractor’s work includes, but is not limited to, collecting and
analyzing assessment data and information provided by Ohio EPA, researching and
identifying data and information gaps, coordinating and facilitating stakeholder engagement

efforts, analyzing stakeholder input, preparing stakeholder engagement sessions reports,
plan drafting process, and delivering a final plan.
Because this project will be funded from a U.S. EPA grant, the Contractor must adhere to the
Quality Assurance Project Plan (QAPP) approved by U.S. EPA for proper data quality
assurance (Attachment D). In addition, the Contractor must adhere to the requirements of the
federal Paperwork Reduction Act [44 USC §3501 et seq. (1980)].
It will be the Contractor’s obligation to ensure that the personnel it provides are qualified to
perform their portions of the work.

B. Description of Agency and Program Issuing the RFP
This RFP is issued by Ohio EPA. Project work will be administered through the Ohio EPA Office
of Environmental Innovation (OEI). The office's goal is to improve the lives of Ohioans by
working with local, regional, state, federal, business, and agriculture partners to implement
innovative practices for waste reduction, reuse, and recycling efforts. OEI is responsible for
solid waste management planning and for providing education and technical assistance to
the public. OEI administers a Solid Waste Infrastructure for Recycling (SWIFR) grant from the
US Environmental Protection Agency (US EPA), from which this contract is to be funded.

D. Submitting Inquiries
Offerors may make inquiries regarding this RFP any time during the inquiry period listed on
the OhioBuys Public Solicitations page. To make an inquiry, Offerors must login to OhioBuys,

navigate to the solicitation, open the Inquiry tab and submit their inquiry. The contractor
must identify the RFP name in the subject line (SWIFR-Ohio Statewide Organic Materials
Management Plan), and include the contractor’s name, telephone number, and e-mail
address within the body of the message.
Offerors will not receive a personalized e-mail response to their question, nor will they receive
notification when the question has been answered.
Offerors may view inquiries and responses on the OhioBuys Public Solicitation page by opening
the Solicitation Overview and navigating to the inquires section of that page. Ohio EPA will try
to respond to all inquiries within 48 hours of receipt, excluding weekends and State holidays.
Ohio EPA will not respond to any inquiries received after the stated time posted on the

Offerors are to base their Proposals on the requirements and performance expectations
established in this RFP for the Contract, not on details of any other potentially related contract
or project.
Ohio EPA is under no obligation to acknowledge questions submitted through the Q&A process
if those questions are not in accordance with these instructions and deadlines.
