Demand Services for Civil Engineering Services

Hall County, Georgia, Board of Commissioners (Herein “County”) is soliciting bid responses from qualified civil engineering firms to perform on-call civil engineering services for various projects throughout the County (Herein “Services”) according to the Scope of Work as specified herein. The County seeks to award a pool of vendors in which to issue Task Orders for specific projects to be named.

Although the Scope of Work is presented in eight (8) categories of requested services, a firm itself does not need to provide each of the categorized services to be considered for award. Each qualified firm submitting a proposal may submit for any, or all of the eight specified categories of services needed.

Bidding Process: The County is now accepting sealed bid proposals from qualified civil engineering firms (herein “Bidder” or “Contractor”) for Services according to the Scope of Work. The County will accept sealed paper bids in the Purchasing Division located on the fourth (4th) floor of the Hall County Government Center, 2875 Browns Bridge Road, Gainesville, GA 30504, by Thursday, May 8, 2025, by 2:00pm EST. All bid packets must be time and date stamped by the receptionist on the 4th floor to be considered.

Term: It is the County’s intention to award more than one (1) firm for the Services listed herein, for an initial one (1) year term, followed by four (4) additional renewal options. Renewal options are not guaranteed.

Schedule of Fees: Bidder’s proposed schedule of fees, if accepted, shall be firm and fixed for the initial contract term.

Definitions: For the purpose of this RFQ, the terms “Contract”, “Letter of Engagement”, and “Agreement” shall mean one and the same. Furthermore, the terms “Bidder” and “Firm” shall mean one and the same. “Bid Packet” includes all documents of this solicitation, its Exhibits, and attachments.

Public Reading: Bid openings are open to the public and Bidders may attend but are not required to do so. The Issuing Officer named herein will open and publicly read all Bidders’ company names on bid due date at the time and notated address above.

Addendums: If needed and in the best interest of the County, the Purchasing Division may make an extension of the bidding period by a formal written Addendum and publicly posted on the County website. All Addendum must be signed by the Bidder and returned with the bid packet.

Proposal Documents: Bidders may obtain all submittal documents at no cost via the County’s Website located at https://www.hallcounty.org/Bids.aspx , then click the Demand Services for Civil Engineering Services links to download all required documents. Any Addenda will also be posted at the bottom of the solicitation as needed and bidders are responsible for checking for Addenda. Addendums must be signed and returned along with the Bid Packet.

Pre-Bid Meeting: Not required for this solicitation.

Request for Clarification: The County reserves the right to request clarification of information submitted though a written Request-For-Clarification.  The County may also request in-person, virtual presentations or interviews, and may choose to enter into negotiations with potential bidders as needed.

Bid Response: The County considers a bid response as an irrevocable offer, good for a period of one-hundred and twenty (120) days from submission. Furthermore, the County reserves the right to reject all proposals, in full or partial, and to negotiate fees, conditions, or other terms with the respondent submitting the overall best scored proposal. Furthermore, the County may cancel the RFQ in its entirety if in the best interest of the County. The County may waive nonmaterial irregularities, informalities, and errors and seek clarification of such.

Legally Binding Agreement: The County and the awarded Bidders shall enter into a formal agreement; substantially in the form of the attached Exhibit B – Contract for Services by counter signing the contract. Contracts are only valid if they are countersigned. Bidders should sign the Contract and submit it with their bid response. The County reserves the right to reject all proposals, in full or in part, and to negotiate fees, terms and conditions with the Bidder submitting the overall best scored proposal.

EVALUATION METHODOLOGY

Technical Qualifications & Proposal Response: Bidders must answer all ten (10) Mandatory Questions found on Exhibit G – Mandatory Scored Questions, which are weighted and will be scored by the County’s evaluation committee. The County’s Evaluation Committee will score and assign point values to the answers. The total maximum points are set at 1,000. The bidders with the highest total point scores closest to 1,000 will be the apparent contract award winners.

Evaluation and Selection: The County will evaluate all submittals in accordance with the Official Code of Hall County, Georgia 3.10, and as further detailed herein.  The County will evaluate proposals using a two-step process. The first is the ‘Technical Qualifications Proposal’ that outlines the bidding firm’s qualifications and experience and its approach to deliver the services.

Bidders may expand their answers to the questions onto separate pages if needed, with the question repeated at the top of each page, in addition to the space provided next to each Mandatory Scored Question Worksheet.  Bidder’s may input “see attached” in the space provided next to each question.

Please do not submit bound bid responses. Provide one-sided documents only. Do not include superfluous marketing brochures nor unnecessary promotional materials. These will not be evaluated. Address each specific question with direct, detailed answers.

BIDDER RESPONSE:

Technical Qualifications

Each bidder must provide six (6) sets of hardcopies with one (1) marked “Original” and five (5) marked “Copy” of their Technical Qualifications response. Submit all six (6) hardcopies in a sealed envelope(s) separate from the Cost Proposal.

Combined Digital Response

Additionally, bidders must provide their response on one (1) USB drive “Technical containing your Technical response.

Responses to the questions should be clear and concise. Summarize key points at the beginning of each answer.

Validation: Bidders must sign and notarize their submittals. Digital signatures are acceptable. Hall County requires that bidders provide a cover letter with a signature by an officer of the firm with the submittal to ensure its originality.

Bid Retention: The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of contract award or not.  The County shall have the right to waive any informality or irregularity of immaterial deviation, omissions and clerical errors in any bid received.

Mandatory Documents: Bidders must complete and return all forms and documents entitled ‘Mandatory’ with the bid proposal. Failure to do so may deem the proposal non-responsive and the County may not evaluate it for award.

Award Process: The County reserves the option to reject any or all bids, in whole-or-in-part, or to select any bidder to complete the described Service.  The County will make an award of contract based on approach, references, qualifications and other subjective criteria as the County may deem necessary and determine at its sole discretion.

Non-Collusion Requirement: (aka Cone-of-Silence): Bidders must not have contact of any nature with other bidders, County staff members including the Director of Financial Services, administration, elected officials, nor Commissioners during the evaluation process. The County may deem such as collusion and thus render the submission in violation of the Official Code of Hall County and therefore the County may render the proposal as non-responsible and not evaluate the proposal for an award.

By submitting a proposal, the bidder represents and warrants that no official or employee of Hall County Government has, in any manner, an interest, directly or indirectly in the proposal or in the contract which may be made under it, or in any expected profits to arise there from.

Open Records: All documents, communication, and proposals fall under the Georgia Open Records Act and are subject to disclosure to an Open Records request.

Taxes: Hall County, Georgia, is exempt from State of Georgia Sales and Use Tax. A Certificate of Exemption will be made available upon request to the awarded firm.

Bonds: Bonds are not required for Professional Services.

1.0 INTRODUCTION

Hall County, Georgia, utilizes on-call civil engineering services and is soliciting submissions for this Request for Qualifications (herein “RFQ”) to provide support services according to the Scope of Work as specified herein. The County seeks to award a pool of firms in which to issue Task Orders for specific projects to be named. Each firm offering a proposal may submit for any, or all of the eight specified categories of services needed.

2.0. STATEMENT OF NEED

The County expects the awarded companies to be prompt, attentive, and able to perform the work in a timely and scheduled manner and with personnel, including subcontractors, to be professional in approach and uniform in production.

The Contractor shall be responsible for all work performed in support of this contract. Subcontractors shall perform no work unless pre-approved in writing by the County. Contractors must disclose any intended subcontractors within the bid at the time of bid submissions.

3.0 GENERAL BUSINESS REQUIREMENTS

3.1 Insurance Requirements. If awarded, the Contractor must maintain insurance policies at the Contractor's own expense and must furnish the County with a Certificate of Insurance (COI) providing evidence of coverage at least in the amounts indicated in Exhibit B – Contract for Services. The COI must list the County as the certificate holder and as an additional insured under the commercial general, automobile, and umbrella liability policies as follows: “Hall County, Georgia, its Board of Commissioners, officers, employees, servants, and agents, 2875 Browns Bridge Rd, Gainesville, GA 30504”.

4.0 SCOPE OF WORK

The selected firms will be asked to perform various tasks as needs arise. The format for this contract shall be based on a task order basis. Hall County reserves the right to reject any and all proposals.

The selected firms may be tasked to perform the following, but not limited to the following categories, under this contract: Transportation Improvement Design, Survey Services, Construction Management, Geotechnical Services, Subsurface Utility Engineering, Water Resources, Plan Review, and Traffic Engineering.

4.1 Category A – Transportation Improvement Design Services

Category A1 - The consultant shall provide design services and develop engineering plans as requested by Hall County to provide transportation improvements within the public right-of-way, such as roadway widening, rehabilitation/replacement of minor bridges and culverts, addition of turn lanes, correction of vertical and/or horizontal alignment, improvement of sight distance, adding or improving sidewalks, multi-use plats and bikeways, drainage work and other improvements as directed by the County.  Consultants shall be prequalified with GDOT for appropriate Area Class at a minimum of 3.01, 3.02, 3.03. Area class 3.06, 3.07, 3.08, 3.10, 3.12, 3.13 and 4.01(a) are not required but are preferred.

These services will include concept development, right-of-way records research and survey services as detailed in Category B, including sending notification of survey letters to affected property owners, drainage calculations, cost and quantity estimates and construction and right-of-way plan preparation.

The construction and right-of-way plans shall generally follow GDOT format as directed by the County and will generally include specifications, quantity calculations, typical sections, construction plan sheets, right-of-way plan sheets and data tables, drainage plans and profiles, cross sections, mainline/side street/driveway plan sheets with profiles as appropriate, erosion control/water quality and monitoring plans as appropriate, traffic control/staging plans/detour plans as appropriate, utility plans for both public and private including water/sewer design and adjustments, signing/marking/signal plans as appropriate, specifications and structural design for structures and retaining walls.  The construction documents shall be in compliance with all applicable codes and legal requirements including those of Hall County, the State of Georgia and the Federal Government.  These requirements include those of the Americans with Disabilities Act of 1990 and all effective regulations and revisions to date.

The consultant may be asked to attend meetings with affected property owners, utility owners, etc. as directed by the County.  Public information/hearings meetings may be held for specific projects or groups of projects.

Additional tasks and specialized design services may be required on a project basis and will be discussed and specified prior to the scope of services development.

Category A2 - The consultant may be asked to provide environmental investigation and permitting services including the preparation of special environmental studies and impact analysis including, but not limited to, ecology, noise, air and cultural resources, complete environmental documentation including National Environmental Policy Act (NEPA) Environmental Assessments (EA) and Categorical Exclusions (CE), and Georgia Environmental Policy Act (GEPA) documents and reevaluations as required.  Complete permit applications including US Army Corps of Engineers (USACE) 404 individual or nationwide permits, stream buffer variances and Federal Emergency Management Agency (FEMA) floodplain documentation, coordination of the documentation and permitting process through reviewing agencies including the Georgia Department of Transportation (GDOT, the Federal Highway Administration (FHWA), the United States Fish and Wildlife Service (USFWS), USACE, FEMA and the State Historic Preservation Office (SHPO), coordination with design firms to incorporate  project specific environmental constraints, complete wetland/stream mitigation coordination, design and monitoring and performance of construction/post-construction inspections to verify compliance with environmental documents and permits.  The consultant shall be prequalified with GDOT for Area Class 1.06(a), 1.06(b), 1.06(c), 1.06(d), 1.06(e), 106(f).

4.2 Category B – Survey Services

The consultant shall perform surveys as requested by Hall County in the support of the design, right-of-way acquisition and construction of pedestrian, road and bridge projects under this contract and as otherwise required for maintenance, improvements and expansion of Hall County’s transportation infrastructure.  Consultants shall be prequalified with GDOT for appropriate Area Class 5.01, 5.02 and 5.03.  Area Class 5.06(b) and 5.06(c) are not required but are preferred.

These surveys will generally include right-of-way and deed research, topographic and field surveys, boundary surveys, as-built surveys, construction and right-of-way staking/pin placement, surveys depicting right-of-way and/or easement area, construction verification surveys and professional opinions and designation and location of above ground utilities.

The consultant may be asked to attend meetings with affected property owners, utility owners, etc. as directed by the County.  Public information/hearings meetings may be held for specific projects or groups of projects.

Additional tasks and specialized survey services may be required on a project basis and will be discussed and specified prior to the scope of services development.

4.3 Category C – Construction Management Services

The consultant shall perform construction management services as requested by Hall County.  Construction management services consist of compliance of any federal required permits (i.e., NPDES, etc.), site and/or construction site visits to ensure compliance with applicable plans, as well as and local or state requirements.  Approval of pay applications and recommendations regarding change orders.  Coordination with the Hall County project manager regarding public media releases, coordination with Hall County staff and reports to the Hall County project manager as required.  The consultant shall be prequalified with GDOT for Area Class 8.01.

4.4 Category D - Geotechnical Services

The consultant shall perform geotechnical services as requested by Hall County to support a broad range of activities, including site investigations, subsurface exploration, material testing, analysis, design, and review of geotechnical aspects of projects. The consultant should be prequalified with GDOT in Area Class 6.01 (a), 6.02(b), 6.02 and 6.03.

Tasks to be performed may include, but not limited to:

1) Subsurface Exploration

5) Slope Stability Analysis

The consultant may be asked to attend meetings with affected property owners, utility owners, etc. as directed by the County.  Public information/hearings meetings may be held for specific projects or groups of projects.

Additional tasks and specialized geotechnical services may be required on a project basis and will be discussed and specified prior to the scope of services development.

4.5 Category E - Subsurface Utility Engineering

The consultant may be asked to perform Subsurface Utility Engineering (SUE) levels A, B, C or D as necessary to identify utility conflicts for a project.  The consultant shall be prequalified with GDOT in Area Class 5.08.

Additional services may include:

a. Utility Mapping: Creating detailed maps of underground utilities, including their location, depth, and type.

b. Data Management: Organizing, storing, and managing SUE data to ensure its accuracy and accessibility.

c. Quality Control: Implementing quality control measures to ensure the accuracy and reliability of SUE data.

d. Reporting: Providing clear and concise reports on SUE findings, including maps, tables, and other relevant information.

e. Utility Records Research: Reviewing existing utility records and contacting utility owners to obtain information about underground utilities.

f. Field Verification: Conducting field surveys to verify the accuracy of utility records and identify any discrepancies.

g. Surface Geophysical Methods: Utilizing surface geophysical methods, such as ground-penetrating radar (GPR) and electromagnetic (EM) detection, to locate and map underground utilities.

h. Marking: Marking the locations of utilities on the ground surface using paint, flags, or other appropriate methods.

i. Physical Exposure: Carefully exposing utilities through non-destructive methods, such as vacuum excavation, to obtain precise location and depth data.

j. Data Collection: Collecting and recording data on utility location, depth, and other relevant characteristics.

The consultant may be asked to attend meetings with affected property owners, utility owners, etc. as directed by the County.  Public information/hearings meetings may be held for specific projects or groups of projects.

Additional tasks and specialized survey services may be required on a project basis and will be discussed and specified prior to the scope of services development.

4.6 Category F - Water Resources

The consultant may be asked to perform sewer system services as requested by Hall County to support the growing Hall County Sewer System.  These services can cover a wide range of projects, including but not limited to:

a) Sanitary sewer system design.

b) Environmental permitting and compliance.

c) Construction management and inspection.

d) Conceptual planning, construction estimating, final design, legal/permitting, construction management, and inspection services.

The consultant may be asked to attend meetings with affected property owners, utility owners, etc. as directed by the County.  Public information/hearings meetings may be held for specific projects or groups of projects.

Additional tasks and specialized sewer services may be required on a project basis and will be discussed and specified prior to the scope of services development.

4.7 Category G - Plan Review

The consultant may be asked to perform development plan reviews as requested by Hall County.  These services are intended to be an extension of staff to provide a detailed review of the development plans received.  The scope may consist of an initial review, applying a checklist and deadline supplied by Hall County, and possible additional reviews to ensure comments have been addressed.

Hydraulic and hydrology studies may be requested as a separate task.  The consultant should be prequalified with GDOT in Area Class 3.12 and 4.04.

The consultant may be asked to attend meetings with affected property owners, utility owners, etc. as directed by the County.

Additional tasks and specialized plan review services may be required on a project basis and will be discussed and specified prior to the scope of services development.

4.8    Category H – Traffic Engineering Studies and Design

The consultant shall provide traffic engineering studies and design as requested by Hall County.  Traffic engineering services shall be consistent with all GDOT/federal traffic engineering guidance, such as, the Plan Development Process, Signing and Marking Guide, Traffic Signal Design Guide, Manual of Uniform Traffic Control Devices, etc.  The consultant shall be prequalified with GDOT for Area Class 3.06 and 3.07.

Traffic Engineering Studies may consist of:

a) Traffic Flow Studies: Analyzing existing traffic patterns, volumes, speeds, and capacity to identify bottlenecks and areas for improvement.

b) Signal Warrant Investigations: Determining the need for traffic signals based on traffic volume, accident rates, and other factors.

c) Intersection and Crossing Studies: Evaluating the safety and efficiency of intersections and pedestrian crossings.

d) Accident Location Evaluations: Investigating accident patterns to identify potential causes and solutions.

e) Microscopic Simulations: Using software to model traffic flow and evaluate the impact of proposed changes.

f) Sign Inventory: Conducting inventories of existing traffic signs and pavement markings.

g) Roundabout Investigations: Evaluating the feasibility and design of roundabouts.

h) Traffic Engineering Design:

i) Preparing Design Plans: Developing plans for traffic control devices, roadway geometrics, and other traffic-related features.

j) Preparing Specifications: Writing detailed specifications for construction and installation of traffic control devices and other traffic-related features.

k) Traffic Control Device Design: Designing and implementing traffic control devices such as signs, pavement markings, and traffic signals.

l) Traffic Signal Timing: Developing and optimizing traffic signal timing plans.

The consultant may be asked to attend meetings with affected property owners, utility owners, etc. as directed by the County.  Public information/hearings meetings may be held for specific projects or groups of projects.

Additional tasks and specialized survey services may be required on a project basis and will be discussed and specified prior to the scope of services development.

5.0 SUBMISSION OF PROPOSALS

5.1 The County requests that Bidders submit proposals addressing all items listed below in 5.3. Failure to include any of these documents may result in disqualification. All responses must be in writing. Bidders should submit one (1) copy marked “Original” and five (5) copies marked “Copy” and load all documents onto one (1) USB flash drive in MS Word, Excel, and/or PDF formats, depending on the document.

5.2 Bidders must submit their sealed bid response packages clearly marked with RFQ #46-001 on the outside.

5.4 Open Records Request. The County follows the State of Georgia Open Records provision by making proposals available upon request.

5.5 Delivery. Bidders must submit bids to the following address by the deadline date and time. All deliveries must be date and timed stamped. The County is not responsible for late bids due to mailing delays.

6.0. RFQ RESPONSE PREPARATION

6.1 The Bidder bears all responsibility for all expenses incurred in responding to this RFQ.

6.2 Cover Letter: Prepare and submit a cover letter for transmittal addressing general qualifications. Provide the following information: Name of Proposer(s), Name and title of the person(s) who will manage the engagement, mailing address, physical address, telephone number(s), and email address(es) of Proposer(s).

6.3 Describe the organization of your firm, the location of offices, and your resources that are available to accomplish the work for the County.

6.4 Of the services listed in the Scope of Work, indicate which one(s), if any, your firm would be unable to provide. If there is another service that your firm could provide instead, please elaborate.

6.5 The County will not accept joint proposals unless otherwise noted herein. An awarded Contractor may utilize subcontractors, as needed and pre-approved by the County. Bidders must submit all intended subcontracts with their proposals. If plans to subcontract portions of the required services are included, please provide detail on such plans.

7.0 SELECTION PROCESS

7.1 The evaluation process will include a pre-selected Evaluation Committee comprised of Hall County stakeholders and subject matter experts. The Committee will evaluate the technical qualifications. The highest scoring Bidder(s) may be asked for an interview, further negotiations, or demonstrations.

7.2 The Evaluation Committee will review each proposal with regard to demonstrated breadth of service, experience, financial stability, personnel, rates, references, lead times, and other related criteria.

7.3 The successful Bidder will be required to submit acceptable evidence of compliance with professional liability insurance coverage requirements as outlined in Exhibit B – Contract for Services.

7.4 Bidders are encouraged to submit clear and concise responses. Excessive length or extraneous information is discouraged. In an effort to ensure the County’s ability to evaluate and choose a successful Bidder, Bidders are encouraged to organize their proposal as follows:

7.6 Bidders must locate and complete all Exhibits to this RFQ and submit with the bid. Bidders failing to do so may result in the bid to be non-responsive and thus not evaluated. Bidders are also encouraged to check Hall County’s website for addenda, attachments, and other supplemental documents for this RFQ during the bidding period.

7.7 If unable to reach an agreement with the highest scoring Bidder, the County retains the right to negotiate with the next highest scoring Bidder and so on until reaching a satisfactory agreement, or the County may terminate the process.

7.8 The County structured the evaluation process to secure highly competitive bidders who would be most effective in delivering the Services. The primary objective of the evaluation process is to select a firm that:

7.8.1 Clearly demonstrates a thorough understanding of the contract responsibilities; and,

7.8.2 Presents a compelling work plan that yields the desired contract services and deliverables; and,

7.8.3 Shows adequate resources to handle the project; and,

7.8.4 Presents a focused effort to allocate those resources to the project; and,

7.8.5 Demonstrates exceptional value for the cost of services proposed.

8.0 STEPS TO AWARD

The Evaluation Committee will recommend awarding the contract to the highest scoring Bidder. The County will follow with a Notice of Award once approved by the Board of Commissioners.

Step 1: The Evaluation Committee will evaluate the Bidder’s responses according to the criteria as described herein, and score and rank the proposals. The County reserves the right to request clarification of information provided and to request additional information required to assist in the evaluation process.

Step 2: The Evaluation Committee may schedule interviews with the Bidder(s). All costs associated with the interview (if required) will be at the expense of the proposing Bidder.

Step 3: Based upon the results of the proposals, references, and the interviews, the Purchasing Division along with the Evaluation Committee may negotiate with the Bidder ranked highest in an attempt to reach agreement. If negotiations with the highest ranked Bidder are unsuccessful, the County may negotiate with the second highest ranked Bidder, and so on until reaching a satisfactory agreement.
