Bid Synopsis: The Waste Management program has been undergoing an initiative to digitize all hard copy files that are maintained in the state. Files can be large format 3'x4' maps or engineering drawings, microfiche, film, slides, bound documents, etc. The intent of the project is to hire a contractor that can digitize and optically enhance scans to make them text and image searchable.

The files can then be transferred to the program's document management system (DMS) and tagged with meta data. The records disposition authority documents for the WA program were updated several years ago to allow for the electronic copy of files to be used as "official" copies. Due to the long retention schedule for most WA series, digital copies are much easier to manage with a DMS, and enhancements to the system could make the documents more accessible for records requests and public access
