Requirement - Knuckle Boom Crane Truck

The National Research Council Canada (NRC) has a requirement for the supply and delivery of one (1) Knuckle Boom Crane Truck (Crane Truck) for delivery to Kaleden, BC. The Crane Truck is required for operation in an outdoor workplace at the Dominion Radio Astrophysical Observatory.

The Crane Truck must include all of the following Specifications/Standards:

1.0        Requirement

1.1        Type of crane- knuckle boom crane or a truck mounted crane;

1.2        Load capacity - minimum 2000 pounds (lbs) @ 32-foot reach;

1.3        Crane forward of truck bed – bed must be minimum 12 feet – max 20 feet;

1.4        Crane aft of truck bed – bed must be minimum 18 feet – max 22 feet;

1.5        Single axle or dual axle;

1.6        Reach – minimum reach 38 feet;

1.7        Manual crane controls on both sides of the truck;

1.8        Automatic or manual transmission;

1.9        Engine – Diesel or gas;

1.10        Engine - Electric block heater;

1.11        Engine - Cooling system antifreeze to -40C;

1.12        Power steering;

1.13        Cab - Windshield wipers front;

1.14        Cab - Window defrost/ cab heat;

1.15        Gauges - Fuel gauge, Engine oil pressure gauge/warning lights, Engine temperature, Tachometer, hour meter;

1.16        Adjustable full suspension seat;

1.17        Adjustable head lights, tail lights, turn signals, reverse lights and rear work lights;

1.18        Mirrors outside right and left, Inside mirror;

1.19        All wireless control and communications on the machine must be able to be disconnected without losing primary function of the equipment.

1.20        The vehicle must have an audible back up alarm minimum 90db.

2.0         Safety and Performance Requirements

2.1        Standard Design

The Crane Truck must be new or used with less than 250 000 km, in good condition. (if used,                 detailed pictures of the cab, seats, mirrors, wheels and tires, tailgate and platform, boom crane         and controls must be provided to the satisfaction of NRC prior to contract award).

2.2        Operating Conditions

The Crane Truck must operate under the extremes of weather conditions found in Canada in         temperatures ranging from -40 to +40 Degrees Celsius.

2.3        Vehicle Safety

The vehicle must meet all Commercial Transport Act requirements for road worthiness found at         link: https://www.bclaws.gov.bc.ca/civix/document/id/complete/statreg/96058_01

3.0        Manuals

The supplied Knuckle Boom Crane Truck must include maintenance and operation         manuals for the built unit.

Manuals should be provided in both hard copy and/or digital format and in English.

Manuals should include vendor recommended maintenance schedules, hydraulic schematics, electrical schematics, and parts list.

4.0        Vehicle Recall Notices

All vehicle recall notices must be forwarded to the Technical Authority.

5.0        Delivery

The vehicle must be delivered to destination in a fully operational condition.
