INVITATION TO BID
WATER TREATMENT PLANT RESIDUALS REMOVAL
AND DISPOSAL

  1. Sealed Bids for the “Water Treatment Plant Residuals Removal and Disposal” project will be received by the Town of Weymouth, Massachusetts at the office of the Department of Public Works, 120 Winter Street, Weymouth, Massachusetts 02188 until 11:00 a.m. prevailing time, on Thursday April 17, 2025, and at that time and place will be publicly opened and read aloud.
  2. In general and without limitation, the work to be done under this contract shall include: excavation, transportation, and legal disposal of approximately 1,700 cubic yards of dewatered residuals from each  Great Pond Water Treatment Plant (WTP) lagoon and approximately 610 cubic yards of dewatered residuals from each Arthur J. Bilodeau WTP lagoon in Weymouth, Massachusetts, to an approved legal disposal facility, including all necessary work (permitting, etc.) to perform the scope of work as specified herein; and appurtenant work as shown on the Drawings and as specified herein.
  3. All interested Contractors are advised to attend the Pre-Bid Meeting to be held on Wednesday, April 9, 2025 at 10:00 AM at the Arthur J. Bilodeau WTP located at 95 Winter Street, Weymouth, Massachusetts.  All bidders are strongly encouraged to attend.
  4. Contract Documents may be examined and obtained by contacting Stephen Olson (508-375-7007) or email ( sco@h2olsonengineering.com ) and may be examined, but not obtained, at the Weymouth Department of Public Works, 120 Winter Street, Weymouth, Massachusetts 02188, between the hours of 8:30 A.M. and 4:30 P.M., Monday thru Friday, beginning on Wednesday March 26, 2025. Bidders must sign up and obtain bid documents from H2Olson Engineering, Inc. in order to receive any issued addenda, which must be acknowledged on the bid form to be submitted.
  5. Complete instructions for submitting bids can be found in the Instructions to Bidders, Specification Section 00100.
  6. Each Bid shall be accompanied by a Bid Security in the amount of 5 percent of the Bid.  The Bid Security shall be in the form of a bid bond or certified treasurer's or cashier's check.
  7. Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project and are included in Appendix C. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.
  8. Successful bidder must furnish 100 percent (100%) Construction Performance Bond and 100 percent (100%) Construction Payment Bond with a surety company acceptable to the Owner.
  9. The Project shall be phased over a three (3) year period and include the removal/disposal of residuals each year from one or both facilities.  The initial Contract will include the removal/disposal of residuals from one (1) lagoon at the Arthur J. Bilodeau WTP for Year 1 only.  The Contract duration shall be 3 years (36 months or 1,095 days), commencing from the date of the Notice to Proceed.   At the Owner’s discretion, Contract Amendments will be prepared for Year 2 and Year 3 to reflect the actual quantity of sludge to be removed in each year.  The total adjusted Contract price shall be amended based on the quantity of sludge and the Contract unit price for sludge removal/disposal.  The Town reserves the right to decline or enter into a Contract Amendment based on the availability of funding.
  10. No Bidder may withdraw his Bid for a period of thirty (30) days, excluding Saturdays, Sundays, and legal holidays, after the actual date of the opening of the Bids.
