Special Notice of Intent to Award Sole Source:

Project Title: Internet BPA for Barksdale Air Force Base

The 2nd Contracting Squadron, Barksdale AFB, hereby submits an intent to award a sole source notice. The Government intends to award a firm-fixed-priced contract to Cebridge (dba Optimum). under FAR 13.106-1(b)for internet services for Barksdale AFB, LA. This procurement action is being conducted in accordance with FAR 13.106(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

An extended description of the product being acquired is as follows:

Barksdale Air Force Base in Louisiana is procuring a Blanket Purchase Agreement (BPA) to streamline the acquisition of essential internet services. Recognizing the fluctuating yet persistent demand for internet connectivity across the base, this agreement will provide a flexible solution for procuring services tailored to the specific and often unpredictable needs of various departments and units. To ensure continuity and leverage existing infrastructure, this BPA will be directly awarded to Cebridge, operating as Optimum, as a sole source provider. Optimum currently serves as the internet service provider for the base, and this agreement will streamline future procurement and management of these vital services.

However, all information received after publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government and will not be cost or time prohibitive. *

Cebridge, operating as Optimum, is the sole source provider capable of seamlessly meeting the internet service needs of Barksdale Air Force Base, Louisiana. As the incumbent internet service provider for the base, Cebridge possesses an intimate understanding of existing infrastructure, network configurations, and specific requirements unique to Barksdale AFB. Market research confirms that transitioning to an alternate provider would result in significant disruptions to service, necessitate substantial infrastructure overhauls, and present unacceptable risks to the base's mission-critical operations. Therefore, a sole source award for a Blanket Purchase Agreement (BPA) for internet services will be granted to Cebridge to maintain uninterrupted connectivity and leverage their established expertise within the base's existing framework.
