Written proposals addressed to the City Purchasing Department, City Hall, 59 Court Street, Westfield, Massachusetts and endorsed “Westfield Skate Park – Bid 25-030” will be received by the Purchasing Department in the Purchasing Office, Room 101 of City Hall, until 3:00 PM, Wednesday, April 14, 2026 and at that time publicly opened and read aloud. Bids received after the time of announced open-ing will not be accepted.
All bidders are encouraged to view the site but no pre-bid meeting will be held.
The work under this Contract generally includes the removal of existing skate park and construction of new one.
A proposal guarantee of 5% of the Bid shall be required. Performance and Payment Bonds shall be 100% of the Contract Amount.

A proposal guarantee of 5% of the Bid shall be required. Performance and Payment Bonds shall be 100% of the Contract Amount.
The Right is reserved to waive any informalities and/or reject any or all proposals or accept proposals deemed most satisfactory to the Owner if it is in the public interest to do so. No proposal may be withdrawn within ninety (90) days after the actual date of bid opening. Attention is called to the minimum wage rates to be paid on the work as determined by the Commissioner of Labor and Industries under the provisions of Massachusetts General Laws, Chapter 149, Sections 26 to 27G, inclusive. In addition Federal Wage Rates are included. Payment of the higher of the two is required. All bids for this project are subject to the provisions of General Laws, (3rd Ed.) Chapter 30, Section 39M, inclusive as amended.
This agreement is for services related to a project that is subject to the Build America, Buy American Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 177-58.
