DIVISION OF PURCHASING

CITY OF PASSAIC

NEW JERSEY

Sealed Proposals will be received on Thursday, April 9, 2026 at 11:00 A.M.

prevailing time in the Purchasing Conference Room, Second Floor, Room 207, 330 Passaic

Street, Passaic, New Jersey and then publicly opened and read aloud for the furnishing and

delivery to the City of Passaic of the following:

COLLECTION OF:

(1) RECYCLABLE MATERIALS INCLUDING CORRUGATED, MIXED PAPER, PETE

AND HDPE PLASTICS, CLEAR GLASS BOTTLES, BROWN GLASS BOTTLE,

GREEN GLASS BOTTLES, ALUMINUM CANS AND BI-METAL CANS [CURSDISE

PICKUP];

(2) TRANSPORTATION AND DISPOSAL OF LEAVES, WOOD CHIPS AND OTHER

VEGETATIVE WASTE;

(3) TRANSPORTATION AND DISPOSAL OF SCRAP TIRES; AND

(4) COLLECTION, TRANSPORTATION AND DISPOSAL OF WHITE GOODS (USED

APPLIANCES, ETC.)

Instructions, Specifications, and Proposal blanks may be downloaded from the City of

Passaic website www.cityofpassaic.com

Bids will be received for a three (3) year contract commencing JUNE 1, 2026 and

expiring on May 31, 2029; a four (4) year contract, commencing JUNE 1, 2026 and expiring on

May 31, 2030; and a five (5) year contract commencing JUNE 1, 2026 and expiring on May 31,

2031.

Proposals must be made on the standard Proposal Form provided, accompanied by a

Proposal Guarantee in the form of a Bid Bond from a Surety/Bonding Company licensed and

qualified to do business in the State of New Jersey pursuant to Federal and/or State law as a

Surety, a Certified Check, or Cashier’s Check in the amount of ten (10%) of the total amount bid,

but not in excess of $20,000.00 to insure signing of the contract.

Bidder shall also submit with the bid a Certificate of Surety from a Surety Company

licensed and qualified to do business in the State of New Jersey, pursuant to Federal and/or State

law as a Surety, stating that it will provide the contractor with a Performance Bond of the total

price bid.

The bidder must perform the entire work or section. The contract cannot be sublet or

assigned.

A performance bond shall be required for the length of the term of the contract (one (1)

year contract renewable) in an amount equal to the contract price for that period of the contract.

Insurance requirements shall be furnished as set forth in the Proposal Form.

All bidders are hereby notified that they must comply with the Statute P.L. 1975 Ch. 127

regarding affirmative action requirements as included in these specifications.

The City reserves the right to waive minor defects in the Bid.

Proposal, Proposal Guarantee and Certificate of Surety must be enclosed in a sealed

envelope addressed to the City of Passaic, Division of Purchasing, Attn: Doris Dudek, Director

of Purchasing; bearing the name and address of the bidder written on the face of the envelope,

and clearly marked “BID” with the contract title.

The City Council has the right to consider bids for sixty (60) days after their receipt.
