Title of IFB: Social Marketing Campaign for Suicide Prevention Month. Pursuant to
Section 103-55, HRS, I hereby certify that if awarded the Contract in excess of $25,000.00, the
services to be performed shall be performed under the following conditions:
1. All applicable laws of the federal and STATE governments relating to workers'
compensation, unemployment compensation, payment of wages, and safety shall
be fully complied with; and
2. The services to be rendered shall be performed by employees paid at wages or
salaries not less than the wages paid to public officers and employees for similar
work, with the exception of professional, managerial, supervisory, and clerical
personnel who are not covered by Section 103-55, HRS.
I understand that failure to comply with the above conditions during the period of the Contract
shall result in cancellation of the Contract, unless such noncompliance is corrected within a
reasonable period as determined by the procurement officer. Payment in the final settlement of
the Contract or the release of bonds, if applicable, or both shall not be made unless the
procurement officer has determined that the noncompliance has been corrected; and
I further understand that all payments required by Federal and State laws to be made by

SPECIFICATIONS
SCOPE OF SERVICES.
The OFFEROR shall develop creative assets, plan and procure advertising spots, message
test, and analyze and report on campaign performance to deploy a one (1) month Social
Marketing Campaign for Suicide Prevention Month in September 2026. The OFFEROR shall
collaborate with the State of Hawaii's ("STATE") Department of Health ("DOH") Child and
Adult Mental Health Division ("CAMHD") on key milestones and deadlines. Work activities
shall follow a media production and marketing timeline and operational framework,
encompassing planning, production, marketing, distribution, and reporting. The CAMHD shall
review and approve all content and require weekly progress reports from the OFFEROR.
The total cost of the Social Marketing Campaign shall not exceed FIFTY-FOUR THOUSAND,
EIGHT HUNDRED FIFTY AND NO/100 DOLLARS ($54,850.00), inclusive of taxes and fees.
1. GENERAL REQUIREMENTS.
The OFFEROR shall:
A. Collaborate and regularly communicate with the CAMHD via videoconferencing, emails,
and telephone calls during all phases of development, production, marketing, and
distribution to provide status updates, ensure incorporation of the CAMHD's priorities, and
seek feedback from the CAMHD.
B. Familiarize themselves with the Positive Community Norms framework by viewing the
following one (1) hour video ahead of any message development work:

C. Demonstrate project viability with a work-in-progress snapshot, including, but not limited
to, still images, design and advertisement mock-ups, or sample social reel and video
previews.
D. Create an anticipated production schedule that includes potential problems or concerns
that may arise before the project's completion, including proposed solutions to address
any potential barriers.
E. Receive the CAMHD's prior approval before posting, advertising, and premiering products.
F. Program messages to the following audiences within the STATE:
1) Youth ages three (3) through twenty-one (21).
2) Families and households with youth ages of three (3) through twenty-one (21).

G. Ensure that generative artificial intelligence ("AI") shall not be used in the development or
execution of this campaign without prior written approval from the CAMHD.
2. MULTIMEDIA PRODUCTION.
The OFFEROR shall:
A. Develop the following multimedia assets:
1) One (1) Horizontal video Public Service Announcement ("PSA"). The Horizontal video
PSA shall be optimized for Connected Television ("CTV"), YouTube, and other
horizontal digital advertising placements.
2) One (1) Vertical video PSA. The Vertical video PSA shall be optimized for Snapchat,
Facebook and Instagram stories, and other vertical digital advertising placements.
3) Twenty-four (24) Social media posts. The social media posts shall each be optimized
for Instagram, Facebook, and Threads feed placements.
4) Out-of-home advertisements (as needed): The OFFEROR shall design out-of-home
advertisements for all campaign placements.
B. Present multiple options on story direction and collaborate with the CAMHD to finalize the
scripts.
C. Develop authentic stories that are culturally relevant, applicable, and valuable to the
STATE audience.
D. Plan and execute all tasks associated with photography and videography shoot to develop
multimedia assets. The OFFEROR's tasks shall include the following:
1) Scouting and securing location(s).
2) Casting on-camera talent.
3) Compensating each on-camera talent, no less than ONE HUNDRED AND NO/100
DOLLARS ($100.00) per hour on set or THREE HUNDRED AND NO/100 DOLLARS
($300.00) per day.
4) Obtaining model video and photo release waivers for unlimited licensing using the
STATE DOH's Adult and Minor Photo and Video Release forms which are attached
hereto as Attachment 1.
5) Capturing behind-the-scenes photos and b-roll footage during production.
6) Ensuring high standards of multimedia capture quality (photo, video, audio) to meet
