The City of Morgantown is requesting bids for the construction of the following project:

GREENMONT PEDESTRIAN BRIDGE CONSTRUCTION PROJECT BID CALL 2026-12

Sealed Bids for this project will be received by the City of Morgantown, at the office of the Finance Director in the  City Municipal Building at 389 Spruce Street, Morgantown, WV 26505, until 2:00 P.M. local time on Thursday,  April 16, 2026, at which time the Bids received will be publicly opened and read. Bids received after the  scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Project includes the following Work:

The project consists of constructing a new pedestrian and bicyclist bridge over Deckers Creek near the intersection of Pennsylvania Avenue and Brockway Avenue in Morgantown, WV. The proposed structure is a prefabricated, single-span weathering steel truss bridge approximately 78 feet long, supported by precast concrete abutments. The base bid includes construction of the two precast concrete abutments, installation of the prefabricated bridge, and construction of the trail and sidewalk asphalt tie-ins on either side of the bridge. Two additive al- ternates are included in the bid. The first alternate provides for realignment of the Deckers Creek Rail Trail on  the east side of the bridge. The second alternate includes construction of ADA-compliant sidewalks and pave- ment restoration on the west side of the bridge. Depending on available funding, the Owner may proceed with  the base bid alone or incorporate one or both of the additive alternates.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum basis as indicated on the Bid  Form.

A two-envelope system will be used. Each Bid must be submitted in a sealed envelope (“Envelope No. 1”) which  must contain: (a) Bid Opening Checklist, (b) the Bid Bond, (c) Certificate of Compliance, (d) Power of Attorney, (e)  all other necessary documents as required on Bid Opening Checklist of these Contract Documents, and (f) a  separate sealed envelope inside marked “Bid Proposal” (“Envelope No. 2”) containing the completed and signed  Bid. Both envelopes must have the following information in the lower left-hand corner:

Name and address of Bidder, Bidder’s WV Contractor’s License Number, “Bid on Bid Call 2026-12, Greenmont Pedestrian Bridge Construction Project”, City of Morgantown, 389 Spruce Street,  Morgantown, West Virginia 26505. To be opened at 2:00 P.M., April 16, 2026.

Envelope No. 2 marked “Bid Proposal” shall consist solely of the completed and signed Bid Forms. In the event  that Envelope No. 1 does not include all the items on the Bid Opening Requirement Checklist, then Envelope No.  2 containing the Bid Proposal shall be returned to the Bidder unopened. At that time, the Owner will declare the  Bidder Non-responsive.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the  Instructions to Bidders that are included in the Bidding Documents.

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, Inc., 125 Granville Square, Suite 210, Morgantown, WV 26501. Prospective Bidders  may examine the Bidding Documents at the Issuing Office Monday through Thursday between the hours of 9:00  A.M. until 3:00 P.M. Bidding Documents also may be examined and downloaded online at http://www.morgantownwv.gov/bids .

Electronic copies of the bidding Documents may be obtained from the Issuing Office during the hours indicated  above.  Bidding Documents are available as portable document format (PDF) files. Upon request, HRG will  transmit the Bidding Documents via electronic delivery service. The date that the Bidding Documents are transmitted  by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Par- tial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be  responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other  than the Issuing Office.

Mandatory Pre-bid Conference

A mandatory pre-bid conference for the Project will be held on Wednesday, April 8, 2026, at 2:00 p.m. at 389  Spruce Street, Morgantown, WV 26505 with a field visit to follow.

Instructions to Bidders

Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than  5%.

All questions about the meaning or intent of the Bidding Documents are to be sent in writing to Herbert, Rowland  & Grubic, Inc. in accordance with the Instructions to Bidders.  Telephone inquiries are unacceptable. Construction time limit is 45 calendar days for Substantial Completion and 15 calendar days immediately  thereafter for final acceptance. Liquidated damages for Substantial Completion time is $1,000.00 per day and  $1,000.00 per day for final acceptance.

Statutory Requirements

Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project,  and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention  of environmental pollution and preservation of public natural resources that affect the project. This Project is subject to the requirements of West Virginia Code §21-1B, Verification of Legal Employment  Status. Under this statute, all employers in the State of West Virginia, including public works contractors and  subcontractors, must verify that employees are legally authorized to work in the United States. To comply with  Code §21-1B, contractors and subcontractors performing work on this Project are required to utilize the Federal  Government’s E-Verify system to ensure that all employees performing work on this project are authorized to  work in the United States. Bidders must submit a West Virginia Employment Verification Affidavit as a precondi- tion for the contract award.

The estimated cost of this Project is greater than Two Thousand Dollars ($2,000) and the federal Davis-Bacon Act shall apply.

All bids shall be irrevocable for 60 days after the bid opening date. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be  afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on  the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an  award.  Similarly, the Successful Bidder shall in no manner discriminate against or intimidate any employee in- volved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract  on account of gender, race, creed or color.

All bidders must hold a current West Virginia contractor’s license or be eligible to acquire one on the date of the  Bid Opening.

The City of Morgantown reserves the right to waive any defects, errors, omissions, mistakes, informalities, to ac- cept any bid or combination of bids that are deemed to be in the best interest of the City of Morgantown, and to  reject any or all proposals.
