Description:

INTRODUCTION

The Bay County Board of County Commissioners is seeking Bids from Qualified subcontractors on the relocation of Bay County Fire Station #8 located at 2115 County Road 2321, Panama City, Florida 32409. The new location will be the old Southport baseball fields located at 2120 Ball Park Road, Southport, FL 32409.

Work improvements included are generally described as Concrete slab, Sprung Unit, Mechanical, Electrical, Plumbing, Wooden Deck/Walkway. Trade contractors may bid one or multiple divisions of work.

The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Grant tag GRNT-2019-11*County 2019-11-Co, DR4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA).  Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA.  Respondents will comply with the Supplemental General Conditions FEMA shown at Exhibit 2. A third party consultant may be utilized to provide Construction Engineering and Inspection Services to ensure compliance with Federal Requirements.

MANDATORY PRE-BID MEETING

A MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) on Wednesday, July 8, 2026, in the Purchasing Conference room located at 840 W. 11th Street, second floor suite 2500, Panama City, FL 32401.

Note: Respondents shall attend the pre-bid meeting. Any respondent who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize respondents with the project and answer questions. All respondents must be present and signed in prior to the start of the Mandatory Pre-Bid Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to propose on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Bid Meeting.

In the event that any discussions or questions at the pre-bid meeting or afterward require additional clarification the COUNTY will issue a written summary of questions and answers as an addendum to this Invitation to Bid.

BID DEADLINE/DELIVERY

ELECTRONIC OR SEALED PAPER BIDS for ITB NO: 26-52 Southport Fire Station #8 Relocation FEMA Hurricane Michael DR-4399 will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA up until 2:00 pm (CDT) Wednesday, July 29, 2026. Bids will be publicly opened immediately following the deadline. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.

Bids for this solicitation may be submitted either electronically via OPENGOV PROCUREMENT or by paper, sealed and delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401.

Bidders electing to submit paper bids should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time.

Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

QUESTIONS

Bidders shall submit all questions, in writing, to the Purchasing Department via email Purchasing@baycountyfl.gov. All questions shall be submitted no later than 5:00 pm (CDT) on Monday, July 20, 2026.

Qualifications:
QUALIFICATIONS

Mechanical, Electrical, and Plumbing contractors shall be Florida licensed mechanical, electrical, or plumbing contractors. All subcontractors must meet Bay County Insurance requirements. All subcontractors shall have the proper licenses to submit for permits and pay necessary fees per division of work awarded.

Vendors shall be licensed in trades where licenses are required in accordance with Florida law. Vendors shall identify subcontractors that are providing services requiring a license under Florida law. Bids may be deemed nonresponsive if not accompanied by proof of any required State of Florida license.

Bids may be deemed nonresponsive if not accompanied by proof of appropriate State of Florida Contractor’s License.
