Project Description: Sealed Proposals for the Tee Alley/Church Street Improvements Project will be received online via the PennBid Program by Atglen Borough, Chester County until 11:00 AM prevailing time on November 25, 2025. At that time, proposals will be publicly opened and read aloud at the Township Engineer’s Office, Hanover Engineering Associates, Inc., 1438 West Main Street, Suite E, Ephrata, PA 17522.
A pre-bid conference will be held at 1:00 PM at the Atglen Borough office, located at 120 Main Street, Atglen, PA 19310 on November 5, 2025. All prospective bidders are encouraged to attend. Final questions are due no later than 12:00 PM on November 17, 2025. A final addendum will be issued by 3:00 PM on November 18, 2025.
The Work will include, but will not necessarily be limited to, providing all equipment, materials, labor, supervision, and testing services for the Tee Alley/Church Street Improvements project as further described in the Contract Documents.

The work indicated will be funded in part by the Chester County Department of Community Development with partial reimbursement under the Chester County Community Revitalization Program (CRP). The solicitation process, contract and conduct of the work must meet the requirements of the grant agreement between the Owner and the County. The agreement obligates the Owner to certain compliance requirements that if not followed could cause the Owner to not receive the CRP proceeds. Bids are to be submitted on the forms furnished in the bid package. All bidders must be qualified to perform the work and shall complete the required Bidder Forms contained in the contract documents.
This bid is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA L&I Wage Rates determined for the project as stated in the Contract Documents. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Owner reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law.
Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable, to the Owner in the amount of 15% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. Bidders must Bid on all items listed on the Bid Form.
This Project is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions.
This Project is subject to Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996.
This project is subject to the Trade Practices Act of July 23, 1968, P.L. 686 (81 P.S. 773.101 et seq.)
This Project is subject to the Public Works Employment Verification Act of November 3, 2022, P.L. 2048, No. 141, 71 P.S., Section 656.1-656.11.
This Contract is subject to Pennsylvania Human Relations Act 222 conditions.
This Contract is subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions.
Atglen Borough reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all of Bids and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Borough.
