RFQ FOR DESIGN CONSULTANT SERVICES

INSTRUCTIONS:

Design consultants wishing to submit for consideration should follow the guidelines established herein. A Statement of Qualifications along with supporting documentation should be submitted to Bill Mingin at Montgomery County Schools, 411 Page Street, Troy, NC 27371 or Bill.Mingin@montgomery.k12.nc.us, by 5:00 PM on January16, 2026. Statements of Qualifications received after this time will not be considered.

1. Project and Professional Services Required

Montgomery County Schools is requesting professional design consultant services Consultant to review, recommend, design, bid and manage construction of several projects awarded to the system through the North Carolina Department of Public Instruction Needs Based Lottery Fund. The fund currently has a balance of approximately $1.9 million dollars. The school system has identified several projects at four different school locations. All work will need to be coordinated with the NC-DPI School Planning Department to meet any requirements of the funding source.

The school system’s desired projects include the following:

Candor Elementary School, 4143 S Main St, Candor NC 27229

1. Replace classroom water source heat pumps.

2. Replace main water loop pump with VFD.

3. Replace existing gymnasium lighting with LED fixtures.

East Middle School, 1834 S US HWY 220 Alt, Biscoe NC 27209

1. Replacement of the existing 100–125-ton Carrier chiller.

2. Upgrade or replacement of the existing Barbra Colemen System 8000 direct digital control system.

3. Upgrade or replacement of the existing security camera system and classroom communication system.

4. Replacement of the existing main office and EC suite carpet.

5. Repair of footer causing exterior brick to fail at exploratory classroom.

Green Ridge Elementary School, 129 McCaskill Road, Biscoe, NC 27209

1. Install interior digital security camera system.

2. Replace exterior analog camera system with digital camera system.

3. Install electronic door access system.

Page Street Elementary School, 897 Page Street, Troy NC 27371

1. Upgrade or replacement of the existing Barbra Colemen System 8000 direct digital control system.

2. Install new digital security camera system.

3. Upgrade or replace existing classroom communication system.

4. Replace existing office area carpet with new carpet tile.

2. Schedule

Submit qualifications by 5:00 PM on January 16, 2026. The official selection of the design consultant and approval will be determined following the receipt of proposals.

3. Selection Criteria and Format of Proposal

The criteria in the Statement of Qualifications form will be used. If a paper response is submitted, please provide two (2) paper copies of your submittal.

4. Insurance

The selected design firm must carry a minimum of $1,000,000 of professional liability insurance.

Statement of Qualifications

The following criteria will be used to select firms. The relative importance of the criteria is noted beside each item. Please address the following in your submission:

1. Expertise and past performance on similar construction and various security, access, communication, and digital control system design projects for K-12 schools (if any), including addressing planning ability and promptness, specification writing experience, timely completion of jobs within established budgets, and history of inspections/follow-through on jobs (40%)

2. Provide examples of prior completed construction and various system design projects in the last five years, including but not limited to, new installations or upgrades to existing school digital control, access, communication, or security systems, that demonstrate competence, experience, and qualifications to provide requested professional services (20%)

3. Provide your staffing and proposed design team for the various potential system design projects (10%)

4. Provide your familiarity with public construction projects in Montgomery County (30%)
