Zone 7 Water Agency desires to hire a qualified and reliable consultant to complete its Five-Year Periodic Evaluation of the Alternative Groundwater Sustainability Plan (2026 Alt-GSP) and provide support for upcoming annual reports and compliance with the Sustainable Groundwater Management Act (SGMA) . Proposals must be submitted through the E-Procurement Portal at https://procurement.opengov.com/portal/zone7water , no later than 3:00 pm on Friday, January 23, 2026 .

Background

Zone 7 Water Agency is the Groundwater Sustainability Agency (GSA) for the Livermore Valley Groundwater Basin (DWR Basin No. 2-010). In 2016, Zone 7 prepared an Alt-GSP for the Livermore Valley Groundwater Basin (Basin), which the California Department of Water Resources (DWR) approved in July 2019. Zone 7 submitted its first 5-year update to DWR in 2021, which was approved by DWR in 2024 with one recommended corrective action. Zone 7 has also prepared Annual Reports for the Basin since 2005, which are now consistent with the Sustainable Groundwater Management Act (SGMA) and follow the report guidelines established by DWR in 2023 (A Guide to Annual Reports, Periodic Evaluations, & Plan Amendments).
