Nature and/or Description of the Action Being Processed: Firm Fixed Price, EMERGENCY Purchase Order to Earth Smart Environmental Solutions, LLC to continue services under FAR Part 6.302-2 Unusual and Compelling Urgency.

Description of Supplies/Services Required to Meet the Agency s Needs: 12 months of GEMS Coordinator Support Services, Period of Performance: 08/01/2025-07/31/2026.

Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The current incumbent is badged and has the proper authorities and security clearance in place to continue services. They have been performing the current services at the medical center for 1+ years.

Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: At this time no additional efforts were made. A new requirement package will be submitted to establish a long term contract and market research will be performed and the requirement will be competed to the maximum extent practicable.

Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The price of this acquisition is anticipated to be fair and reasonable by comparing previous contract pricing for this acquisition at the same location with the same services that this emergency covers.

A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Market research will be conducted at every subsequent acquisition for GEMS Coordinator Services to ensure that competition is promoted to the maximum extent practicable.
