THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL.
The U.S. Department of Commerce (DOC), Office of Acquisition Management (OAM), located in Washington, D.C., intends to negotiate on a sole-source basis and award a 12-month period of performance contract to CACI NSS, LLC, 14370 Newbrook Dr, Chantilly, VA 20151-4206.
This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 13.501(a) entitled, “Sole Source.”
The Office of Acquisition Management (OAM) supports the Acquisition and Grants communities at the U.S. Department of Commerce by effectively evaluating acquisition risk and managing acquisitions. Accordingly, OAM establishes policies for the acquisition community and provides access to system tools and training.
All Commerce acquisition systems fall under the Information Technology umbrella investment program called the Commerce Business Environment (CBE). The CBE was approved by Commerce in 2004 as a key component of the revised acquisition systems management vision. As a part of the architectural design to reduce redundancies, streamline operations, and ensure consistent security, the CBE is an evolving approach to the integration of acquisition related management systems.
The CBE objective is supported by utilizing a Commercial off-the-shelf (COTS) contract writing system product named ComprizonSuite (C.Suite). C.Suite integrates and streamlines the entire acquisition management process from requisition through contract/purchase to order closeout. C.Suite is platform independent and operates on Internet Explorer, Firefox and Chrome in multiple desktop environments and with J2EE Web/application combinations with an Oracle database. C.Suite consists of two integrated modules. These modules function independently; however, combine seamlessly to manage the entire acquisition process. The modules are Comprizon.Request and Comprizon.Award:
C.Suite exchanges data with the Core Financial System (CFS) installations at NIST, through the Obligation and Requisition Standard Interface (ORSI). ORSI uses Enterprise Application Interface (EAI) technology to standardize and transfer information among the systems. The CFS and elements of ORSI are part of the Commerce Business Systems (CBS) suite of financial applications, while C.Suite and the remaining elements of ORSI, are part of the CBE suite of procurement applications.
DOC operates and manages C.Suite in two locations. DOC currently houses the shared SSPO and FirstNet installation, and C.Suite installations at the Department of Transportation’s Enterprise Service Center (ESC) in Oklahoma City, Oklahoma. The Commerce Service Center (CSC) provides C.Suite application-level support and ESC provides the required hosting environment support through a Service Level Agreement (SLA) with CSC. NIST operates and maintains a separate instance of C.Suite at their Gaithersburg, Maryland facility.
This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government’s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the items can be provided without jeopardizing the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to CACI NSS, LLC. There is no solicitation package available. Any questions regarding this notice must be submitted in writing and emailed to Dgreen@doc.gov.
