Description:

The Village of Westmont is seeking proposals from Illinois-based professional planning consultants to assist in preparing a new Comprehensive Plan. The current Comprehensive Plan was adopted in 2013, and served as an update to the 1998 Plan. The new Comprehensive Plan should guide community planning, economic development and investment, and decision making for the next 15-20 years.

The Comprehensive Plan should provide recommendations for the properties within the corporate boundaries, plus the unincorporated areas within the Village’s planning jurisdiction. Additionally, the Comprehensive Plan will develop a robust and expedited streetscape plan for the Village’s Downtown Central Business District. The full scope of services, including the expected subareas, can be found in the RFP.

Sealed submittals for this project must be received before 4:00 P.M. CST January 23, 2026 at the Office of Community Development, Village of Westmont, 31 West Quincy Street, Westmont, Illinois 60559. Responsive proposals must be in a sealed envelope clearly marked “Village of Westmont Comprehensive Plan”. Five (5) hard copies and one (1) electronic copy must be submitted.

The Village of Westmont, Illinois is issuing a request for proposals (RFP) from qualified and
experienced consultants to facilitate and prepare the following project:
Village of Westmont
New Comprehensive Plan
including a
Downtown Streetscape Master Plan
All RFP submissions must be made in accordance with this RFP which is on file and
available for examination at Village Hall at the address listed below and is made a part of
this notice as fully set forth herein. Copies of this RFP can be obtained in person at Village
Hall or on the Village’s website. Vendors may obtain copies of this Request for Proposals,
Monday – Friday between the hours of 8:00 A.M. to 4:00 P.M. (CST), or by clicking here.

NOTES:
1.​ Sealed submittals for this project must be received before 4:00 P.M. CST January

2.​ All applicants interested in receiving RFP addendums or answers to
timely-submitted questions must send an email with the subject line
"Westmont Comprehensive Plan RFP" to compplan@westmont.il.gov before
4:00 P.M. CST December 30, 2025.
3.​ The scope of work includes reviewing the current Comprehensive Plan, analyzing
current conditions, making recommendations for change, and developing a new
Comprehensive Plan.
4.​ A significant component of the Comprehensive Plan is the development of an
expedited Downtown Streetscape Master Plan.
5.​ All responsive proposals will be reviewed according to the criteria for selection
requirements using a Qualifications Based Selection (QBS) process.
6.​ There is no express or implied obligation for the Village to reimburse responding
consultants for any expenses incurred in preparing proposals in response to this
RFP. The Village reserves the right to reject any or all proposals submitted and
retain all proposals submitted.
7.​ Submission to the Village indicates acceptance by the consultant of the conditions
contained in this RFP. Consultants are hereby notified that all information
submitted as part of, or in support of proposals will remain confidential until the
date of award; thereafter the documents will be available for public inspection in
compliance with Illinois State statutes.

Section 2: Community Profile
The Village is a non-home rule community with a population just under 25,000. It is located
in southeast DuPage County, Illinois approximately 22 miles west of Chicago, and is roughly
bisected by the Burlington Northern and Santa Fe railroad line. The central portion of town
was platted in 1921 and features rectangular lots on a traditional street grid and alley
network. Peripheral residential subdivisions and apartment communities were generally
constructed from the late 1960s through the present and tend to feature curvilinear streets
and cul-de-sacs.
Westmont is ideally located “in the middle of it all” and is adequately served by highway, rail,
and air facilities. The Village is centrally located between I-88 to the north, I-55 to the south,
I-355 to the west, and I-294 to the east. The Village is approximately equidistant from O’Hare
International Airport and Midway Airport.
The Village is almost fully built-out, and has a reputation for great schools, excellent
transportation access, and a small town feel. There are three principal commercial corridors
in the Village: Ogden Avenue, Downtown along Cass Avenue, and the South Westmont
Business District at 63rd Street and Cass Avenue. There are also three employment
districts; an office park along Pasquinelli Drive just west of Kingery Highway (Route 83), a
manufacturing district on the north side and a smaller manufacturing district adjacent to the
South Westmont Business District and residential neighborhoods.
Though the Village is in an ideal location and has many great amenities, it struggles with
redevelopment. Many residential buildings, especially surrounding the Downtown, are at the
end of their lifespan. However, permits for new single-family home construction struggle to
reach half a dozen annually. Similarly, commercial properties face difficulties in attracting
and retaining tenants, which consequently leads to a disinvestment in the properties.
2025 has been a monumental year for the Village. In August, the Village adopted
comprehensive amendments to its Zoning Ordinance. The amendments created new
downtown zoning districts, administrative approvals, recategorized uses, as well as many
other improvements. Outside of zoning, Village leadership changed greatly. In the spring, a
new Mayor, Clerk, and two trustees were elected, one trustee was appointed, and a new
Village Manager was appointed following the retirement of the previous one. Armed with an
amended Zoning Ordinance and new leadership, the Village is looking forward to
envisioning the future of Westmont.

Section 3: Scope of Services
The selected consultant will be responsible for providing all required services necessary to
complete the Village of Westmont Comprehensive Plan. At a minimum, the selected
consultant will be expected to provide the following:
A.​ Public Engagement Plan: Creative and multi-media public engagement is very
important to the Village Board. The selected consultant shall provide a narrative
building on their proposal’s outline that details the various ways for the public to be
involved in the planning process. Engagement should include, but not limited to,
steering committee meetings, key person/organization interviews, visioning
charrettes, online surveys, and the creation of an engagement website. Additional
opportunities for public input can take place at the many special events held
throughout the year.
The Public Engagement Plan should give special attention to the Downtown
Streetscape Master Plan. At a minimum, please include one general community
meeting, one meeting with the Chamber of Commerce/Downtown Westmont
Business Committee and one additional meeting for follow-up items (either as
stand-alone events from the rest of the Comprehensive Plan or as joint events).
A component of the Public Engagement Plan should also discuss the selection of the
steering committee. The Village looks to the selected consultant for best practices in
the selection of the committee. Please be advised that the Village anticipates forming
a steering committee that is not fully composed of elected and/or appointed officials.
B.​ Existing Conditions Report: Analyze the existing demographic, economic, land
use, and transportation trends. The selected consultant must also review and
synthesize the critical components of the Comprehensive Plan from 2013,
commercial design guidelines from 2015, and the comprehensively amended Zoning
Ordinance of 2025. Identify new goals and goals that have not been addressed and
create recommendations on how to achieve them.
C.​ Downtown Streetscape Master Plan: Develop new streetscape standards and
create a maintenance and rehabilitation plan. A deeper explanation of what this plan
should contain can be found in Section 4.
D.​ Future Land Use Plan: Propose a future land use plan that represents the vision of
the Village as a whole and is informed by market, demographic, and economic
trends.​
E.​ Expected Subarea Plans: The unique character of the subareas listed below
warrant more specific recommendations than the future land use plan. It is imperative
that the recommendations of the subarea plans are consistent with the
recommendations of the future land use plan. Maps of the subareas are attached as
Exhibit A.​
