The County of Sacramento (“County”) is soliciting proposals for collection, recycling and reporting of covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE ). The County receives these materials from the public as well as from our Neighborhood Cleanup Program at the North Area Recovery Station (NARS) and at the Kiefer Landfill (KLF).
Some of the key items of the RFP include the following:
• Material Tonnages: Contract with one (PROPOSER) to process CEW, UWED, REEM, and UWASTE. In 2025, the County collected the total pounds of materials per each site as outlined in the table below.
• County Facilities: The COUNTY'S KLF and (NARS) will be the primary locations the PROPOSER will be required to pick up CEW, UWED, REEM, and UWASTE during term of the agreement. Airports and DGS Surplus have also been included as pick-up sites.
• Transportation Facilities: County reserves the right to provide transportation of CEW, UWED, REEM and UWASTE within the County for materials collected at NARS and KLF. PROPOSER must provide all out-of-County transportation and provide any in-County transportation in the event of County equipment failures or logistical issues preventing the County from providing transportation.
• Insurance: Insurance limit requirements for this RFP are attached in Attachment B Sample County Contract Terms Exhibit B.
• Invoicing - COUNTY: The PROPOSER shall make monthly payments to the COUNTY for the WASTE materials processed by PROPOSER pursuant to invoices from the COUNTY. Payments will be due within 30 days of the date of the invoice. A Late Payment Penalty of ten percent (10%) will be assessed on all late payments, with an additional monthly interest charge of one & one - half percent (1.5%), compounded monthly for every month thereafter.
• Invoicing - PROPOSER: The COUNTY shall make monthly payments to the PROPOSER for the WASTE materials (as applicable) processed by PROPOSER pursuant to invoices from the PROPOSER.
• Term: The term of this contract shall be approximately five (5) years, with three (3) one year mutually agreeable renewals, for a total of approximately eight (8) years.
• Early Termination Penalty: In the event the PROPOSER can no longer economically comply with the terms of the agreement, the PROPOSER may opt out of the agreement by paying a penalty in the amount equal to three (3) times the average monthly payments to the COUNTY. This average monthly payment will be based on an average of the previous six (6) months' payments. The PROPOSER will provide the COUNTY with a minimum of six (6) months' notice of the PROPOSER'S desire to exercise this option.
• Bonding Requirements: County is requiring a Performance Bond for this project. Bonding Requirements can be found in Attachment B to this RFP and the bond form can be found as Attachment F.
Historically, the County has packaged large copiers, CRTs, and oversized flat screens into a 40-yard roll-off for the past 17 years proving to be operationally efficient. Traditionally each site (KLF & NARS) has 2two (2) 40-yard roll-off containers provided by the current contractor for packing of this material until full. Proposers will be required to define what type of containers will be provided as well as the method by which the waste will be collected such as totes, cages, pallets, roll-off bin, etc. Proposer may transport the material to a designated and approved recycling facility if their facility is outside County lines, and Proposer will dismantle or arrange for the dismantling of each unit for recycling and arrange for the recycling of the component parts and any universal waste or hazardous waste contained within those units.
Currently, County staff is responsible for packing CEW’s, UWED, and REEM into pallet cages and oversized materials and CRTs into roll-off’s. County staff transports if Contractor’s recycling destination is within Sacramento County Limits. Occasionally Contractor may be asked to transport roll-off or cages on an as needed basis. Contractor provides transportation for UWED. Currently for UWASTE, batteries are packed into 55-gallon drums and light bulbs are palletized and shrink wrapped. We also use specialized 8ft and 4ft tubular containers that can be palletized or loaded as is. Empty containers for light bulbs/batteries are provided when requested by County.
