Project Description: NBCMA is proposing an extensive rehabilitation project to target the Inflow and Infiltration (I&I) issues of the sanitary sewer system. The project scope expands over various locations of interest referred to as "sub-basins" or study areas. The proposed work focuses mainly on the targeted rehabilitation of areas known to have I&I issues based on video evidence taken by NBCMA staff. _______
This project includes but is not limited to the following: mobilization and demobilization; mechanical cleaning, standard cleaning, root and grease removal, mineral deposit removal, spot repair removal as required, televising and inspecting of sewer mains and laterals, lining sanitary sewer pipe (mains and laterals) with a cured in place pipe (C.I.P.P.) liner, installation of hydrophilic gaskets, bypass pumping, joint grouting as required, installation of new sanitary sewer cleanouts, installation of full diameter lateral to main connection liners (one-piece main and lateral C.I.P.P. lining), traffic control, lateral re-instatement and grouting, restoration of all disturbed areas and coordination with the Authority, Township and residents as specified herein. Lateral lining shall be from the main to the right of way. Excavation will be required for lateral cleanout installation. _______
It should be noted that this project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. Additional federal and state statutory and regulatory requirements are included in the contract documents.
