Summary

The City of Lake Forest is seeking a qualified vendor to provide manufactured snow for a seasonal community event under a three-year contract agreement.

This year’s event will include a snow play area, a multi-lane sledding hill, and an added snowboard demonstration lane. To support this expanded event layout, the City will require approximately 115 tons of snow.

The selected vendor will be responsible for the delivery and installation of manufactured snow, as well as the construction of the sledding lanes and snow play area. All snow features must be completed and verified as safe and event-ready prior to the event launch.

Term of Contract: T he City anticipates awarding a contract with an initial term of January 1, 2026 to December 31, 2028, with two (2) one-year renewal terms. If the parties are unable to reach an agreement, the City, at its sole discretion, will not move forward with the renewal term(s) and shall re-procure the work.

Background

Each year, the City of Lake Forest hosts winter themed programming that draws thousands of residents and visitors. Because snow is not naturally available in Southern California, the City partners with vendors to transform the space into a festive holiday experience. This year’s setup will include three main attractions: a snow sledding hill, a snow play area, and an additional snow designated snowboard demo lane. These activities are designed to engage all ages, from young children to teens and adults, while creating memorable experiences for the community. Key considerations include safety, high-quality snow, durable construction of the activity areas, timely delivery, and reliable service. A successful project will provide clean, long-lasting snow in sufficient quantity and well-built features that can withstand heavy use, helping elevate the event into one of the City’s signature seasonal celebrations.
