Naval Surface Warfare Center, Crane Division (NSWC Crane) intends to issue a Job Order (JO) under Basic Ordering Agreement (BOA) N0016426GWP20, with Raytheon Company, Marlborough, MA. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. Raytheon Company is the only source capable of providing the required services and supplies in support of these specialized systems. The maximum order value of BOA N0016426GWP20 will remain unchanged.
JO 0001 is anticipated to provide engineering services and supplies for modernization improvements, capability enhancements, sustainment/readiness and upgrades of the AN/SPY Radar System, AEGIS MK99 Fire Control System, Radar Transmitter Groups, and Ancillary Radar System Equipment. Miscellaneous supplies and travel may also be included on JO 0001. The anticipated period of performance is one (1) base year from JO award with four (4) option years. A request for proposal will not be made available through the Solicitation Module at https://piee.eb.mil. The request for proposal will be provided directly to Raytheon Company.
This noncompetitive requirement is anticipated to be awarded under FAR Part 15, Contracting by Negotiation. The anticipated contract action award date is 30 April 2026. Responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
