Description

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis Rees Scientific for electronic monitoring software service for freezers.



The Rocky Mountain Laboratories (RML) Office of Operations Management (OOM) conducts, fosters and supports the scientific infrastructure that sustains the biomedical research performed at the RML. OOM ensures efficient and effective implementation of the overall Division of Intramural Research and RML program objectives. In addition, OOM provides scientific input for on-going and planned construction and improvement projects. In early 2023, OOM coordinated the installation of a Rees Scientific environmental monitoring system to monitor the temperature, humidity, light, differential pressure, and air velocity/room air exchanges in several of the animal holding rooms in Bldg. 13. These monitoring parameters are required under the regulations enforced by the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC). Maintenance of a AAALAC accreditation is required in order to continue animal research operations at RML.



The maintenance is for all NIAID alarm systems on DIR laboratory freezers housed on the secured RML campus as a requirement of the researchers to utilize a secure and effective alarm system to protect their valuables scientific specimens. OQ, PM and calibrations on Rees. The Rees Centron SQL monitoring systems wiring, hardware and software was installed by this vendor. This system is required for ensuring critical scientific samples and consumables are not lost due to freezer failure. Comprehensive base + four option years comprehensive system test verifies, calibrates and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming.



The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capabilities statement that will be considered. The documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov, (subject line to reference NOI-NIAID-25-2246754 by 12:00 pm eastern standard time March 3, 2025. All vendors must register in the eSASS system to submit a capabilities statement. Instructions on how to register / submit quotes are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit a capabilities statement that will be considered by this Agency.
