CROZER PARK TRAIL CONSTRUCTION
CHESTER, PA
NOTICE
Sealed bids will be received, publicly opened and considered by Chester Economic Development Authority on May 23, 2025, 10:00 a.m. DST at ONLINE VIA PENNBID for Crozer Park Tril Construction, on site at 1 Fourth Street, Chester, PA 19013.
The scope of work includes the construction of a new multi-use recreational path within Crozer Park. Specific work items include site clearing of existing site features which includes, but not limited to, concrete curb, asphalt pavement, concrete sidewalk, guiderail, structure removal, and clearing of existing trees and vegetation. Proposed improvements include, but are not limited to, an asphalt walking/bike path, concrete curbing, concrete sidewalk, fencing, a rain garden, stormwater management piping, park amenities, signage and striping. The project also includes resurfacing of Finland Drive and upgrades to the trailhead parking and ADA Accessibility. This project is funded with Community Development Block Grant Funding, Delco Greenways Funds and DCNR Funding.

There is no physical public bid opening for this project, bids will be revealed via the PennBid website. (https://pennbid.bonfirehub.com).
The Successful Bidder Who Is Awarded The Contract, Will Be Required To Pay “PennBid” A Fee Of 0.0033% (⅓ of 1 percent) up to $5,000 Of The Contract Award Value.
All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com/login) by the posted deadline. Bidders are not permitted to contact the Engineer or staff directly.
Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid.
The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions and Davis-Bacon and Related Acts. Davis-Bacon Provisions are applicable for all contracts over $2,000 in HUD funds. The Section 3 Final rule threshold requirements apply for contracts over $200,000 in HUD Funds. Additionally, this project is subject to BABA project requirements which establish guidelines for using American-made materials in federally funded projects. The BABA rules apply to iron, steel and other specifically named construction materials as detailed in the project specifications.
Award of Contract will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities.
