Pursuant to N.C.G.S. 143-128 and 143-129 and County policy, sealed proposals endorsed "DSS Chiller &
Cooling Tower Replacement, FB26251" will be received by City/County Purchasing, City Hall, 101
North Main Street, Winston-Salem, NC until the date and time listed above. Forsyth County reserves the
right to reject any or all proposals. Should less than three bids be received, the project will have to be re-
advertised.
The prime bidder must have a specialty license as applicable to the work or a GC license (as required by
Chapter 87 of the North Carolina General Statutes). That includes electrical or HVAC. Prime bidder is to
have one of these but does not have to specifically have a GC license. A 5% Bid Bond is required at time
of bid and 100% Performance & Payment Bonds will be required of the awarded contractor.

This project is at the Forsyth County DSS Power Plant. It includes the replacement of six 2MBH with two
3MBH boilers, the replacement of the cooling tower serving the Carrier chiller, and the replacement of the
Carrier chiller. These systems have reached the end of their useful life and require replacement.
The M/WBE subcontracting goals for this project are 10% MBE and WBE cumulatively.

** NOTICE OF PRE-BID **
A MANDATORY pre-bid conference will be held at 1:30 PM, June 17, 2026 at the DSS Power Plant
located across from McDonalds on Cleveland Ave. https://maps.app.goo.gl/KsUnw65K5XmrjAcR8
We will have the gate open to access the parking there.
The purpose of this conference is to explain the scope of work involved and to give prospective bidders
the opportunity to observe the existing conditions and work parameters. Staff will be present to answer
questions. Forsyth County will not entertain bids from firms who do not have a representative attend this
meeting. A sign-in sheet will serve as the attendance record.
