Description

  1. Introduction



Project Manager Positioning, Navigation, and Timing (PM PNT) is issuing this announcement to alert vendors of updated NorthStar programmatic and reference material as well as an upcoming Other Transaction Authority (OTA) contract to be released to C5’s Consortium Management Group (CMG).






  1. Background



In FY24, Product Manager (PM) Modernization released two requests for information (RFI) to gain an understanding of industry’s ability to provide PNT solutions. PM PNT compiled a market research report based on received responses that concluded sufficient solutions exist at mature enough technology readiness levels (TRLs).






  1. Purpose



This announcement alerts any vendors who did not respond to previous RFIs of an upcoming Request for White Papers through the CMG C5 OTA Agreement vehicle. This announcement also notifies these vendors that updated documentation and material can be requested now to aid in development of NorthStar solutions.






  1. Problem Statement



Adversary GPS denial and deception efforts pose unique challenges to systems and platforms dependent on GPS for positioning, navigation, and timing information. Ground-based units require the ability to effectively operate and navigate through a wide variety of challenging environments, including dense vegetation, urban, mountainous, subterranean, and in the presence of electromagnetic interference or enemy jamming and spoofing efforts.





The ever-changing threat and advancement of capabilities and technologies requires an adaptive acquisition approach with a design that aligns to rapid incorporation of new technology and capability. Because PNT data is used across the Army, the platform solution must meet the requirements of multiple platform and mission sets and ensure maximum commonality to improve sustainment.






  1. Notes for Respondents




  1. This announcement is to provide industry with updated programmatic and reference documentation for the NorthStar program, evaluation criteria, and contract timelines

  2. Respondents to the previous RFIs need not submit a request for material

  3. To gain access to the information associated with this announcement, participants must submit the information listed in Section VII Security Questionnaire to PM PNT.

  4. Respondents may be required to register in System for Award Management (SAM), have or obtain an active CAGE code and Unique ID (assigned by SAM.gov) number, and not be on the exclusions lists (debarred or suspended) to be eligible for future efforts.

  5. Future efforts, if any, are anticipated to include requirements for access to information at the Secret security classification level.






  1. Process for Requesting Updated Programmatic and Reference Documentation



All businesses must submit the information listed in Section VII Security Questionnaire before they will be sent the updated reference material (dated 20 December 2024). No information is being requested beyond the security questionnaire. The security questionnaire (Section VII) should be submitted via email to POCs listed below. The window with which vendors can receive information pertaining to this announcement closes 28 February 2025.

  3. Primary point of contact to include email address, phone number, and title

  4. Company website address

  5. Company address

  6. CAGE Code

  7. For NAICS 334220 (size standard of 1250 employees), indicate your business size including all subcategories of small business that are applicable (large business, small business, small-disadvantaged, 8(a), woman-owned, veteran-owned, service-disabled veteran-owned, HUBZone)

  8. Unique ID # (assigned by SAM.gov)

  9. Company Facility Clearance Level

  10. Is your company foreign owned either directly or indirectly?

  11. List any current and/or previous DoD contracts

  12. Does your organization have access to Secret Internet Protocol Router Network (SIPRNet)?

  13. Does your organization have access to store Controlled Unclassified Information (CUI)?

  14. Does your organization have a non-network information system, with print capability authorized to process DoD CUI?

  15. Does a member within your organization have a CAC with an active account that can access Government downloads from a PKI-enable website?

  16. Please provide following Facility Security Information:
