Purchase of Reinforced Concrete Pipes
Description:

Lee County DOT seeks to execute a single-source procurement for various sizes of round and elliptical reinforced concrete pipes from 15” to 60” and lube by Foley Products Company, LLC. These specific pipes connect to our existing system and have been used in DOT construction projects throughout Lee County.

Justification for Single Source Acquisition:

Foley Products Company, LLC is the only company that possesses the proprietary forms used for the reinforced concrete pipes we utilize. These forms were owned by Rinker when they operated their plant here in Fort Myers. With the purchase of this plant, Foley obtained the proprietary forms from Rinker. Other companies that manufacture reinforced concrete pipes have different forms, which will not directly connect to the existing pipe in the ground that Lee County has been installing for years and require adapters, additional time, and resources to install, taking longer and costing more.

Recommended Procurement Approach:

For the reason(s) stated above, Lee County Procurement Management intends to utilize the Single Source Procurement method to purchase from Foley Products Company, LLC to supply the above.
