PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Brainerd Multi-Specialty Clinic.

100% SDVOSB SET ASIDE

This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Brainerd Multi-Specialty Clinic. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (36) thirty-six months.
The United States Congress approved numerous major leases for the Department of Veterans Affairs to enhance services for Veterans. The parent facilities, such as Saint Cloud VA Healthcare System, are collaborating with VA Office of Real Property and other support offices to secure lease award for developers committed to creating new sites of care for VA use.

The Brainerd CBOC Major Lease project proposes a new outpatient clinic in the Brainerd, MN area. The facility will cover approximately 41,052 net usable square feet (NUSF), expanding the current footprint by 15,733 NUSF. This clinic will provide 230 parking spaces and will accommodate the Patient-Aligned Care Team (PACT) design, enhancing access to mental health, rehabilitation, audiology, and several other specialty services. These expansions aim to improve access and provide comprehensive care for Veterans in their respective regions. Â

This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:
be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details)
and
meet the small business size standard for NAICS 541614.

The solicitation is anticipated to be posted on Contract Opportunities for download on or about 14 March 2025. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 10 April 2025. Solicitation initial posting date and the closing date are subject to change as necessary.
