General Description
The City of Greenville will accept proposals for the purchase of up to five sets of firefighter
personal protection equipment (coat/pants/boots), as outlined below.

Proposal Information
Any changes and/or addenda to this RFP will be posted on www.greenvillemi.org under
the bids tab. Any and all questions regarding this RFP shall be directed to the principal
contact listed above.
Due Date
Bids are due at 2:00 pm, Tuesday, April 14, 2026.
Submission of Proposals
Please submit your sealed proposals using the attached response form, as well as all
other requested information. One copy of the proposal shall be delivered to the below
address/individual:

Response Format
All responses must be sent via a mail delivery system (USPS, UPS, FedEx, etc.). No
email responses will be accepted.
All responses must be clearly labeled: “GDPS Firefighter PPE Project.”
Request For Proposals
Evaluation of Proposals
The City will review submitted proposals and other relevant information (cost, best value
for the municipality, subjective considerations) regarding the product to which the City
wishes to purchase. The City reserves the right to accept or reject any response for any
or no reason and to waive any minor irregularity if determined to be in the best interest of
the City of Greenville. Individuals or companies submitting paperwork as part of the
proposal selection process understand, by their submission, the above evaluation
process.
Furthermore, the city reserves the right to reduce the number of purchasable items on
the specification list, after the proposal opening, in order to decrease the final cost if
needed to meet specific financial needs for the project. While we are currently in need of
five sets of gear, needs may change in the next few months, where we may order less.
Selection of Proposals
Once the appropriate bid is selected, it will be presented to the City Council for approval.
Upon vendor and bid approval, the selected vendor will receive a “Notice of Award” and
the opportunity to review the plan of execution for the project with City officials.
The “Total Amount Proposed” cost will be valid for a minimum of 60 days after the bid
opening date, and prospective vendors will be held to the price presented.
Scope of Work
The City of Greenville will accept proposals for the manufacture and delivery of up to five
sets of firefighter personal protection equipment, including turnout pants, coats, and
boots.
The proposal must also include a minimum one-year warranty for repairs or alterations,
unless the manufacturer utilized provides a longer warranty (documentation required).
Vendors submitting a response for consideration must also be willing to come on-site to
custom-fit and measure individual firefighters for the pants, coat, and boots.
Consideration will not be provided to vendors who require this agency to measure and
select gear from a previously manufactured line of personal protection equipment.
It is worthy of note that the department currently uses either Janesville/Lion Super-Deluxe
or Conway Shield turnout pants and coats, and both Thorogood and Haix boots, for
department firefighting operations. However, multiple bids of different manufacturers or
multiple (but different) models/types of gear from the same manufacturer by bidders are
encouraged. It is required that the pants and coats are from the same manufacturer and
are a matching ensemble.
No sales tax may be added to the proposal price, as the City of Greenville is sales tax
exempt.
Request For Proposals
Vendors choosing to select gear or merchandise for the proposal, but outside of the
specifications, need to also provide the justification as to why the bid specifications could
not be met, and how the equipment proposed meets or exceeds the requested
merchandise listed. This would include alterations of clips versus zippers, pocket
alignment, and other manufacturer-based changes that still comply with NFPA standards.
Companies are permitted to propose more than one proposed total amount on this
project, especially if a company has multiple manufacturers of personal protection
equipment for purchase, provided it meets the specifications of this project.
Responding vendors are encouraged to meet with the contact person(s) and view the
currently utilized personal protection gear, if so desired. It is a requirement, as part of the
RFP, that the color and reflective trim match the currently used gear in service for this
agency.

Attached to this notice are the specifications set forth by the Greenville Department
of Public Safety. Any NFPA-required equipment not within the specifications will
be provided by the department.
