Combined Request for Information (RFI) and Sources Sought Notice (SSN)



Vehicle Towing, Indoor and Outdoor Storage, and Maintenance Services



The Drug Enforcement Administration (DEA) - Houston Field Division





This combined RFI/SSN is issued for market research and planning purposes only (FAR Part 10; FAR 15.201). The Government seeks industry feedback to shape draft requirements and acquisition strategy and to assess the availability and capability of potential sources, including small businesses, to perform the requirement. Responses will inform decisions under FAR Part 19 regarding small business set-asides (e.g., the Rule of Two).



The Government reserves the right to determine the method of acquisition and issuance of a possible solicitation based on the responses received for this notice. The Government's evaluation of the responses received will factor into the Government's determination whether any forthcoming solicitation will be conducted on an unrestricted or set-aside.



Non-Solicitation/Non-Offer/Voluntary: This notice is not a solicitation and does not constitute a commitment by the Government. Responses are not offers and cannot be accepted to form a binding contract (FAR 15.201). Submission is strictly voluntary; the Government will not reimburse any costs associated with responding.



Proprietary Information: No proprietary, classified, confidential or sensitive information should be included in your response to this RFI/SSN. Responses will not be returned. All documentation shall become the property of the Government. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.



Posting and Follow-up: This notice is posted to SAM.gov Contract Opportunities as a Special Notice for RFI / Sources Sought Notice. Any future solicitation, if issued, will be posted to SAM.gov. Interested parties are responsible for monitoring SAM.gov for updates.

2. Requirement Details:



A. Description



The Government in support of the Houston Field Division is seeking information on contractors interested in and capable of supporting its requirements.



The DEA, Houston Field Division, requires Towing, Storage, and Maintenance Services. The DEA’s Houston Field Division seizes vehicles each year used for purposes of trafficking illicit controlled substances and has a requirement for contractor services to provide vehicle towing, indoor and outdoor storage, and maintenance services for seized vehicles and Official Government Vehicles (OGV).

Small Business Size Standard: $30,000,000



Small Business Set-Aside: TBD

3. Responses



At a minimum, responses shall include:




  • Company Information: (name, phone number, UEI, CAGE Code, POC information, website, etc.)

  • GSA contract(s): contract numbers and contractor’s socioeconomic status

  • Description of your company’s capabilities as they relate to the services described in the Statement of Work – Attached to this notice.

  • A description of your company’s previous experience providing the services described in this notice.

  • A description of any teaming/subcontracting your company anticipates utilizing in support of this requirement.

  • May include: Pricing models (not quotes or offers): This section will not count towards the 10page limit.

    • Common pricing structures and units (e.g., per mile, per tow class, per day of storage by vehicle type, after-hours surcharges).

    • Cost drivers the Government should consider in setting service tiers or performance levels.



  • Any other relevant information that is not listed above which the Government should consider in finalizing its market research and acquisition strategy.
