This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued.

Small Business Set-Aside: 100% Small Business Set Aside

This solicitation is issued as a request for quote (RFQ) in accordance with FAR Part 12 and 13. All responsible source(s) solicited may submit a quote that shall be considered. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This combined synopsis/solicitation incorporates the provisions and clauses that are in effect in the Federal Acquisition Regulation and applicable supplements on the date this solicitation was issued. In order to be considered for award, vendor must adhere to all quotation requirements detailed herein. Submit written quotes in reference to all required items contained in this Request for Quote (RFQ).

Evaluation of the quote will be based on the Lowest Price Technically Acceptable (LPTA) response, which will be determined to represent the Best Value to the government. **NOTE** Please see the FAR clause 52.212-2 – Evaluation – Commercial Items for full evaluation information.

The NAICS code for this requirement is 238910 and the applicable small business size standard is $19M. The Product Service Code (PSC) designation is P400.

This solicitation is subject to the availability of funds; funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available

Site Visit Information: A site visit for this solicitation was held on Tuesday 22 April 2025 at 9:00 AM MDT at the Roland R. Wright Air National Guard Base. 765 N 2200 W Bldg. 301, Salt Lake City, UT 84116. No further site visits will take place.

Amendment 0001 includes:

• Added attachments to include list of site visit attendees and questions asked regarding solicitaiton with answers: “Site Visit List of Attendees" and "Questions and Answers”

Ammendment 0002 is as follows:

Following a review, it has been determined that revisions to the evaluation criteria within the combined synopsis/solicitation and Clause 52.212-2 regarding technical acceptability are necessary to align with the government's best interests. Accordingly, Amendment 0002, has been issued to incorporate these changes, which are highlighted in red within the solicitation document. The solicitation deadline has been extended to Monday, May 12, 2025, at 3:00 PM MT. Offerors are requested to review the amended solicitation and submit a revised quotation that reflects the updated requirements.

Additionally, this amendment reiterates the items that shall be submitted with vendor quotation as follows:

1. Signed copy of the attached Combined Synopsis/Solicitation document showing acknowledgement of all the terms, conditions, and amendments. (Attachment: Ammendment 0002 - W50S9A-25-Q-A011 Terms and Conditions)
