Description

This bid solicitation cancels and supersedes previous bid solicitation number 202405052/A dated August 15, 2024 with a closing date of October 16, 2024 at 14:00 EDT.

The Royal Canadian Mounted Police (RCMP) has a requirement for a firm quantity of 51,000 Cartridge, Shotgun, 12 gauge, 1 oz Slug, Reduced Recoil Ammunition and 120,250 Cartridge, Shotgun, 12 gauge, 00 Buckshot, Reduced Recoil Ammunition.

The requirement includes an optional quantity estimated at 40,000 rounds of Cartridge, Shotgun, 12 gauge, 1 oz Slug, Reduced Recoil Ammunition, and 250,000 rounds of Cartridge, Shotgun, 12 gauge, 00 Buckshot, Reduced Recoil Ammunition. The optional quantity may be exercised within 12 months of contract award.

This procurement process is subject to the Canadian Free Trade Agreement (CFTA). However, the Legitimate Objectives provision of the applicable trade agreement have been applied to this requirement. Bid submissions will only be accepted for ammunition that is manufactured in Canada or the contiguous United States or Alaska. Refer to Article 202 and Chapter 13 of CFTA. These provisions allow Canada to deviate from the obligations under the agreements in specific circumstances where measures are necessary in order to achieve legitimate objectives.

Basis of selection:

The Cartridge, Shotgun, 12 gauge, 1 oz Slug, Reduced Recoil Ammunition and the Cartridge, Shotgun, 12 gauge, 00 Buckshot, Reduced Recoil Ammunition will undergo separate selection processes. A Bidder may submit a bid for the Cartridge, Shotgun, 12 gauge, 1 oz Slug, Reduced Recoil Ammunition or the Cartridge, Shotgun, 12 gauge, 00 Buckshot, Reduced Recoil Ammunition or both.

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. Up to two (2) contracts will be awarded.
