Project Description: ADVERTISEMENT FOR BID
Sealed Bids for the Luzerne County – Lower Demunds Road (K022) Improvements Project will be received online via the PennBid Program by Luzerne County until Thursday, September 4, 2025, at 9:00AM (prevailing time). Bids will be publicly announced in the Luzerne County Purchasing Department, 20 North Pennsylvania Avenue, Suite 203, Wilkes-Barre, PA 18711 on Thursday, September 4, 2025, at 2:00PM. Bid results will be available online at http://PennBid.bonfirehub.com. following the announcement.
The Lower Demunds Road Improvements Project will consist of full depth pavement base repair, milling and overlay along Lower Demunds Road with drainage improvements, guide rail improvements, signage, and pavement marking replacement. The items of work are identified more specifically in the Project Specifications. The entire project will be awarded to one (1) Contractor.

A satisfactory Bid Bond executed by the Bidder and acceptable surety in the amount of 10% of the Total Bid of construction shall be submitted with each bid.
The SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bond, each in the amount of 100% of the Contract Price with a corporate surety approved by the Owner.
Bidder must be PennDOT prequalified as a Prime Contractor as specified in section 102.01, of Publication 408. A prequalification certification and applicable capacity rating assigned by the prequalification office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project.
Bidders are advised that Davis Bacon Wage Rates must be paid to workers employed on this project and are incorporated into the contract documents. These wage rate requirements are applicable to this contract for the entire duration of the project.
The Bidder, in accordance with the President's Executive Order 11246, will be required to insure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding for the best interest of the owner.
