ITEMS:
1. The Proposal Due Date is extended from 11/26/2025 to 12/03/2025 at 4:30 PM.
Questions and Answers:
2. After reviewing the Geothermal and Boiler System Upgrades Vermont Veterans Home RFP, it states that
the state of Vermont will be engaging an independent commissioning provider for this project. Will a
separate RFP for these services be issued? And if so, do you know when that will be?
Your proposal may include the fee for an independent commissioning agent as an additional service. The
state may elect to select this option or contract separately.
3. Should the A/E proposal and fee include the cost of the independent CxA firm selected by the State of
Vermont at the Schematic Design phase, 2.1.2.3.1.3?
See Answer 1
4. Will the State provide this cost to include in the Price Schedule?
See Answer 1
5. I was not able to locate the reference to Attachment 8.9 "Commissiong Responsibilities".
Commissioning Guidelines are linked https://bgs.vermont.gov/sites/bgs/files/files/design-
construction/BGS-Facilities-CommSpec.pdf
6. Section 2.1.2.3.1.3 of the RFP indicates that BGS will bring in an independent Commissioning Agent at
Schematic Design phase, and references an Attachment 8.9, which was not attached. Section 2.1.2.10
reads that commissioning services are included in the design contract, and that an independent
commissioning agent shall be included in the design team. Please clarify. Are we also to provide Cx
services in addition to a 3rd party agent?
See Answer 1
7. Approximately what percentage of the building is to be provided with cooling?
The building shall be 100% with exceptions for boiler rooms, warehouse space or other small areas that do
not need to be cooled.

or contract separately if original information cannot be located or is inadequate.
11. Are supply temperature data or geochemical data available from the existing geothermal wells?
Information will be provided to the selected bidder.
12. Because building envelope improvements can significantly reduce geothermal construction cost, should
these be included in our scope?
Building envelope improvements are not part of the scope of work.

The state estimates the construction cost at $4.0 million.
