ELEVATED STORAGE TANK REHABILITATION

The City of Sugar Land seeks bids for furnishing all labor, material, and equipment, and performing all work required for the following project in the City:

CIP PROJECT NAME: ELEVATED STORAGE TANK REHABILITATION

CIP PROJECT NUMBER: CWA2408

LOCATION OF WORK: 1050 INDUSTRIAL BLVD, SUGAR LAND, TEXAS 77478

Plans, specifications, and bidding documents may be obtained from OpenGov Procurement.

Sealed bids shall be posted electronically on OpenGov Procurement on or before 11:00 AM on Friday, December 19, 2025 , at which time bids will be publicly opened and read. Bids received after the opening date and time will not be considered.

A non-mandatory pre-bid meeting for all interested parties will be held on Microsoft Teams on Monday, November 24, 2025, at 1:00 PM. A link will be posted on OpenGov Procurement with the meeting link.

A non-mandatory field visit for all interested parties will be held at the location of work on Wednesday, December 3, 2025, at 9:00 AM.

Questions regarding this bid must be received on or before 5:00 PM on Thursday, December 4, 2025 on or before 5:00 PM. Please post all questions to OpenGov Procurement.

The City Council will award the contract as provided in the Invitation to Bid. The City of Sugar Land will give notice of the contract award within ninety (90) calendar days after the opening date and time.



Background

BRIEF SCOPE OF WORK

  1. Blast clean and recoat the elevated storage tank’s interior and exterior, including full containment. Apply Sugar Land logos and recoat all above-ground piping.
  2. Replace altitude and check valves, OS&Y gate valves, dresser couplings, and flap valves. Adding a 3 HP, 300 GPM recirculating pump system with full electrical and SCADA integration. Modify and replace drain, bypass, and overflow piping as required.
  3. Install a 4”-6” concrete floor cap, new concrete driveway and sidewalk, and bollards. Regrade and sod the site for positive drainage, install new stairs and a platform, and construct a concrete platform inside the entryway.
  4. Remove abandoned electrical equipment and relocate existing SCADA and analyzer panels. Provide new panelboards, conduits, wiring, lighting repairs, and system connections per construction drawings.
  5. Miscellaneous items, including vegetation removal and fence repairs.
